CLARK DRAIN RECONSTRUCTION, #17-28-700 CLARK YODER DRAIN CONSTRUCTION, #17-28-705 SECTION 28 & 33, PLEASANT TOWNSHIP T29N-R12E ALLEN COUNTY, INDIANA Work for which bids will be received includes furnishing all labor, materials, and equipment for reconstruction and construction of above regulated drains as follows: Install 2,283+- lineal feet (LF) of 30" Dual Wall HDPE in agricultural field, 1,740+- LF of 24" HDPE and 42+ LF of 24" RCP, 3,723+ LF of 12"/15"/18" HDPE & RCP in Town of Yoder; railroad R/W jack and bore one 42" casing pipe with 30" carrier and one 30" casing pipe with 18" carrier; tap and cap intersected existing pipes; place 72", 60", 48", and 30" manholes & inlets; grout existing abandoned 10" tile at north railroad R/W crossing; grade, seed, mulch, and fertilize; riprap around new 30" outfall pipe and ditch; cut and repair asphalt and concrete crossings; and other tasks specified in bid and contract documents associated with drain reconstruction and new construction. Project requires 5,070+- cubic yards off-site spoil removal. Spoil disposal site subject to ACSO review and approval, no spoil placed in wetland or floodplain. More details are available in contract documents. Substantial completion shall occur by JUNE 30, 2021 and completion by JULY 30, 2021. Qualified Bidders must prequalify with State of Indiana, per IC 4-13.6- 4-2.5, IC 36-1-12, and IC 5-16-13. Contractor prequalification is required prior to bid opening for local unit projects of $300,000 or more. The Board reserves the right to reject Contractors and Subcontractors with substandard work history. Cost of said construction shall be paid by the Board with funds from the General Drain Improvement Fund, reimbursed by Allen County Board of Commissioners after construction completed. Railroad owner will be assessed one-half (1/2) cost of railroad R/W crossings per IC 36-9-27-71(d). Allen County has obtained plan approval and executed project license agreements with Norfolk Southern Railway Company for installation and operation of stormwater pipe facilities. Because Allen County is not performing work, Railway requires Contractor working in railroad right-of-way execute a standard construction rightof-entry agreement with Railway for both crossings. All drain construction and related work shall be performed in accordance with ACSO issued contract, technical specifications, certified construction plans, and railroad crossing permits and specifications. No updates will be provided unless Contractor is registered for this project with ACSO. The Board will not be responsible for full or partial sets of contract documents obtained from any other source. No bid will be considered unless submitted on printed bid forms included in contract documents on file with ACSO. Incomplete bid submissions will result in bid disqualification. Each bidder shall deposit a certified check or bid bond payable to allen county drainage board with sufficient sureties and will be conditioned on bidder executing a contract in accordance with his/her bid if accepted by the board and must provide for the forfeiture of five percent (5%) of the amount of the bid upon his/her failure to do so.Successful bidder shall be prepared to provide a performance and guaranty bond, made payable to allen county drainage board, in an amount not less than 100% of the contractor's bid, and with a corporate surety licensed to do business in the state of indiana. The board reserves the right to reject any and all bids, to waive any and all formalities to negotiate terms with the successful bidder and the right to disregard all nonconforming, nonresponsive or conditional bids, if rejection or waiver is in the best interest of the project.
