The San Antonio River Authority (River Authority) is seeking sealed bids for the furnishing of all labor, materials, equipment and performing all work required for the construction. All bids shall be accompanied by a Cashier's or Certified Check in the amount of not less than five percent (5%) of the total bid, payable to the San Antonio River Authority, or an acceptable bid bond in the same amount, as a guarantee that bidder will enter into a contract and furnish performance and payment bond and labor and materials payment bond on the forms provided within fourteen (14) days after notice of award of contract to him. The successful bidder must furnish performance bond, payment and maintenance bond each in the amount of one hundred percent (100%) of the contract price from a surety company acceptable to the San Antonio River Authority. The contract will be awarded to the Respondent(s) who provides the best value for the River Authority. The River Authority shall evaluate the responses on the basis of all factors that have bearing on price and performance. The River Authority reserves the right to refuse and reject any or all responses, waive any or all formalities or technicalities, accept the response or portions of the response determined to be the best value and most advantageous to the River Authority, and hold the responses for a period of 120 days without taking action.
