The Vendor shall furnish, install, integrate, test, and/or make operational all hardware, software, and operator and control displays necessary for a fully functional and operational smart street lighting system (CSSLS). The system hardware may consist of, but is not limited to, items such as associated computer servers, workstations, mobile maintenance units, printers, and network interface; and system support equipment to support the deployment for the CITY of Columbus. The CITY of Columbus (CITY) is requesting proposals for the implementation of a Columbus Smart Street Lighting System (CSSLS). This system will include features such as centralized remote monitoring and control (two-way communication) of individual street lights for outages, remote changes in time of operation, and dimming of fixtures by time of day or sensors. (Appendix C:) The CSSLS will utilize the CITY's existing fiber optic communication network for the backhaul system. The CITY will designate a Management Center for staff to operate the CSSLS, and ensure connection to the fiber network. The system may accommodate, but should not preclude, the incorporation of other future Smart CITY applications, such as traffic counters, gunshot detection, environmental sensors, etc. The purpose of this RFP is to provide a CSSLS for the CITY's new LED street lighting network of approximately 58,000 luminaires. The system will be initiated in coordination with the LED Upgrade Pilot Project in the Linden neighborhood where 2,559 luminaires will be converted to LED by a Lighting Contractor (THE LIGHTING UPGRADE IS NOT INCLUDED IN THIS RFP). Additional LED upgrade and expansion of the CSSLS will be implemented in 20 phases (see Figure 1) by the CITY and Lighting Contractors.
