For Airport Avenue Extension (FM 2288 to I-69) All bids must be submitted at the time and place in the manner prescribed above. Bids must be delivered in a sealed envelope with a return address and clearly marked "City of Rosenberg, Bid Number 2020-21B, AIRPORT AVENUE EXTENSION (FM 2218 TO I-69)". The bidder's firm name shall appear on the outside of the envelope. Bids received after the closing time will be returned unopened. Due to the COVID-19 pandemic and the Federal guidelines regarding gathering in groups, those who want to attend the bid opening in person will be subject to screening and will be required to wear a face covering or mask. If the amount of the bid exceeds $50,000.00, Official Bidder's Bond signed by the Surety and Bidder, or a Cashier's Check in an amount equal to five percent (5%) of the total bid must accompany each proposal. The City reserves the right to reject any or all bids and to waive informalities in bidding. In case of ambiguity or lack of clearness in stating the prices in any bid, the City reserves the right to consider the most advantageous construction thereof, or to reject the bid. The award will be made to the responsible bidder submitting the lowest bid as determined by the City, or to the bidder who provides goods and services at the best value to the City. Pursuant to Texas Local Government Code Sec. 271.905 and 271.9051, The City may award the bid to a bidder whose principal place of business is within the City of Rosenberg, if the local bidder's bid is within five percent (5%) of the lowest bid price received by the city from a bidder who is not a resident of the City. Priority may only be given to a local bidder in a contract for construction services in an amount of less than $100,000, or in a contract for other purchases in an amount of less than $500,000; provided that the City Council determines in writing that the local bidder offers the municipality the best combination of contract price and additional economic development opportunities created by the contract award. Preference of local bidders may not be considered in the purchase of telecommunications services or information services as those terms are defined by 47 U.S.C. Section 153. The work consists of providing the necessary labor, materials, equipment, and supervision to construct the extension of the existing Airport Avenue to the future feeder of US Highway 69 and a 12" waterline extended from the intersection of proposed Airport Ave. and I.H. 69 across the I.H. 69 ROW. The project includes the extension of the existing concrete roadway, 10-inch PVC sanitary line, 12-inch PVC waterline, and storm sewer.
