For FY 2017 Community Development Block Grant (CDBG) Storm Sanitary Sewer Separation Project The scope of work is summarized as follows: Installation of storm sewer to disconnect existing catch basins from the sanitary sewer system. Each proposal shall be accompanied by a bidders bond, or certified check or cashiers check, in favor of the Housing Authority of the County of Erie, in the amount of not less than ten percent of the total bid price. The Housing Authority of the County of Erie reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders, prior to awarding the contract. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, public works and employment verification, and related matters.
