Site work for a water / sewer project in Swatara, Pennsylvania. Completed plans call for site work for a water / sewer project.

**As of December 17, 2020, the project is already been awarded but the awarded bidder is not yet confirm. The anticipated award date is on December 21, 2020.** The work of this project consists of obtaining all materials and completing all work related to construction of a storm sewer extension and slope re-grading, including all necessary and incidental items for the work complete in place at all locations identified in the Contract Documents for Lehigh Avenue Drainage Improvements. The project also consists of obtaining all materials and completing all work related to construction of a storm sewer and pavement reconstruction, including all necessary and incidental items for the work complete in place at all locations identified in the Contract Documents for Dawn-Mar Street Drainage Improvements. More specifically, the work for the Lehigh Avenue Drainage Improvements includes the removal of the failed endwall parts and pipe, the installation of a new manhole and endwall supplied by the Owner, installation of 30-lf of new 18"-diameter storm sewer pipe, along with associated trench backfill, slope reconstruction, rock rip-rap, and seeding, erosion control blankets, and other appurtenant items. The work for the Dawn-Mar Street Drainage Improvements includes the removal of an existing storm sewer inlet, pipe and trees, the installation of five (5) Owner supplied new storm sewer inlets, installation of 310-lf of 15" diameter and 100-lf of 18" diameter new storm sewer pipe, along with associated trench backfill, milling and overlay of bituminous pavement, seeding and erosion control blankets, along with other associated items. The work at the Avalon & Elder Streets intersection consists of milling and overlay of the entire intersection area to eliminate the ponding of water at the northwest corner and provide a positive drainage path. Each Bid shall be accompanied by a certified check or bid bond in the amount of not less than ten percent (10%) of the bid total. No bidder may withdraw their bid within sixty (60) days after the bid opening. Bidders must comply with all State anti-bid rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Notice is hereby given to Contractors that Public Works Projects, including construction, reconstruction, demolition, alteration and/or repair work, other than maintenance work, done under the Contract and paid for in whole or in part out of the funds of the Public body, where the estimated cost of the total project is in excess of Twenty-Five Thousand Dollars ($25,000.00), not including work performed under a rehabilitation or manpower training program, shall be subject to the Pennsylvania Prevailing Wage Act. The estimated cost of this project is more than Twenty-Five Thousand Dollars ($25,000.00) and therefore, the Pennsylvania Prevailing Wage Act is anticipated to be applicable. This project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (the Act) which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. Swatara Township hereby notifies all interested Contractors that in regard to any contract entered into pursuant to this invitation advertisement or solicitation, disadvantaged business enterprises (DBE) minority-owned business enterprises (MBE) and or woman-owned business enterprises (WBE) will be afforded full opportunity to submit proposals in response and will not be subjected to discrimination based on race, color, sex, or national origin in consideration for an award. Swatara Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, or irregularities to any bid, accept any bid it may deem to be in the best interest of the Township, and to reject any or all Bids.
