The proposed project will be a competitive, firm-fixed price, design-build contract procured in accordance with FAR 15, Negotiated Procurement using the trade-off process. Project Description: This will be a total turn-key contract to include the planning, design, and construction necessary to renovate Building 213 at Altus AFB, OK. The intent of the project is to upgrade major facility systems of the Technical Training Student Dorm, resulting in a fully functional, up-to-date facility, which will house of 110 enlisted aviators. The renovation consists of the replacement of the standing seam metal roof, which is approximately 34,000 SF in size, the replacement of all domestic and waste piping, and the replacement of hot water heaters. Furthermore, the full Heating, Ventilation, and Air-Conditioning (HVAC) system, will be replaced, and converted from a 2-pipe to a 4-pipe system. In addition to the mechanical systems, the project will require the full replacement of the facility fire alarm system, as well as the addition of a fire suppression system, and mass notification systems throughout. All design and construction shall be considered permanent construction , in accordance with the Department of Defense Unified Facilities Criteria (UFC) 1-200-01.All design and construction shall integrate and adhere to sustainable principles in accordance with UFC 1- 200-02, to include: life-cycle cost-effective practices, as well as the preparation of a life-cycle cost analysis (LCCA) for energy consuming, and renewable energy generating systems. This project will comply with Department of Defense antiterrorism/force protection requirements, per UFC 4-010-01, which will include updates to the HVAC system, and other major facility elements required. It is anticipated the facility upgrade will exceed 50% of the estimated replacement value. In accordance with UFC 3-301-01, the project will follow the guidelines for seismic evaluation, any required compliance measures, and the National Institute of Standards and Technology Grant/Contract Report 11-917-12 - Interagency Committee on Seismic Safety in Construction Recommended Practice 8. In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the estimated magnitude of construction for this project is between $10,000,000 and $25,000,000.
