Demolition, site work, paving and new construction of a bridge / tunnel in Florham Park, New Jersey. Design plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. The project is funded by the Federal Highway Administration (FHWA) through the North Jersey Transportation Planning Authority's (NJTPA) Preliminary Engineering Phase and has completed the Local Concept Development Phase. The DBE goal required for this project is 13.23% and all Federal guidelines/requirements will be followed during this project. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request. Cost plus fixed fee with the NJDOT approved overhead rates and procedures are to be used when preparing the Cost Proposal. Cost Proposals shall be submitted in a sealed envelope and separate from Technical Proposal. Accordingly, we ask that Bidders/Respondents may wish to consider not attending the Bid Openings in person. We do note that if Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be permitted access to the building. Due to the circumstances, during the bid opening process, a bid review and providing unit prices will not take place at the openings. Instead, this information will be posted online once available. Bidders/Respondents are encouraged to MAIL in bids and responses. If they must be hand delivered, the County of Morris has a drop box located in the Lobby of the Administration and Records Building, 10 Court Street, Morristown, New Jersey.
