The Project consists of renovating a raw water pump station and constructing a new raw water pipeline, screen structure, two clearwell structures, high service pump station, metering vaults, a process and administration building for membrane treatment, installation of all associated equipment, and all related yard piping, appurtenances, electrical, civil, and SCADA. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. Bid security shall be submitted with each bid in the amount of 5 percent of the total bid amount. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds either a Georgia State Contractor's License, Georgia State Utility Contractors License, in compliance with Act. O.C.G.A. 43 14 and 43-41. Failure to provide the bidders license or qualification number on the outside of the sealed proposal will result in rejection of the bid. If the Contract is to be awarded, Owner will award the Contract on the basis of the base bid or the base bid plus selected alternatives as best suits the interest of the Owner. No bid may be withdrawn for a period of 75 calendar days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
