Site work and paving for a bridge / tunnel in Salamanca, New York. Completed plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
Due to COVID-19 restrictions and precautions, we will be moving the location of the bid opening from the Red House Administration Building Commissioner Room to the Camp Allegany Classroom. The bid opening date and time will remain the same as 11:00 AM on Friday, November 20, 2020. Project Description: This project consists of the replacement of the Camp 6 Bridge along with procurement of the Gypsy Trail Bridge. The Camp 6 bridge is a single-lane, double-span structure approximately 40 ft. long and 14' wide. Work at Camp 6 includes the removal and disposal of the existing bridge, repair and preparation of the concrete end abutments and center pier, procurement and installation of the new prefabricated steel bridge, and all associated site restoration. The scope of work for the Gypsy Bridge is limited to the procurement of the new bridge and unloading of the delivered structure. The delivery location will be adjacent to the existing bridge location as determined by NYS OPRHP. Effective January 11, 2020, for any projects where the project design commenced on or after January 1, 2020 and for any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,400,000 or less, as adjusted annually for inflation beginning January 1, 2020. If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder. The completion date for this project is 150 days after agreement has been approved by the NYS Comptroller's Office. Substantial completion is required by May 14 which must include the new Camp 6 bridge being opened to traffic. The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract. Article 17-B of the New York State Executive Law provides for more meaningful participation in public procurement by certified Service-Disabled Veteran-Owned Businesses ("SDVOBs"), thereby further integrating such businesses into New York State's economy. OPRHP recognizes the need to promote the employment of service-disabled veterans and to ensure that certified service-disabled veteran-owned businesses have opportunities for maximum feasible participation in the performance of OPRHP contracts. In recognition of the service and sacrifices made by service-disabled veterans and in recognition of their economic activity in doing business in New York State, Bidders/Contractors are strongly Notice to Bidders / October 2020 3 encouraged and expected to consider SDVOBs in the fulfillment of the requirements of the Contract. Such participation may be as subcontractors or suppliers, as proteges, or in other partnering or supporting roles. For purposes of this procurement, Bidder/Contractor is encouraged to make good faith efforts to promote and assist in the participation of SDVOBs on the Contract for the provision of services and materials.
