The County of Lancaster Virginia is seeking qualified firms to manage, provide, and install all components necessary to activate a wireless point-to-multipoint network to 300 locations in Lancaster County, Virginia. This initiative is part of a program through C.A.R.E.S. funding to provide broadband at the minimum required bandwidth of 25Mbps/3Mbps to unserved residents. The wireless network build will require the bidder to be familiar with Cambium Network access points and subscriber units. Bidder is required to install 300 homes with each subscriber unit communicating back to main tower with documentation of Signal to Noise Ratio (SNR) and link speed. Specifically, this Invitation to Bid (ITB) consists of three (3) tasks. Task 1 The County has right-of-access to a tower located at 8311 Mary Ball Road, Lancaster, Virginia. The owner of the tower has granted the County access at 198' for mounting of 4 Cambium PMP 450M Access Points (APs). Successful Bidder must obtain the necessary permissions from SBA Towers to mount the Cambium APs and include structural analysis if necessary. Successful Bidder must include all equipment and costs necessary to complete the installation and activate the Cambium Networks PMP 450M APs. The successful bidder will provide and install on the County's tower broadcast the following equipment: 98-C050045A102A 5 GHz PMP 450m Integrated Access Point, 90 Degree (FCC) Quantity 4 AC+DC Enhanced Power Injector 58V Quantity 4 US Line Cord (Figure 8) Quantity 4 CABLE, UL POWER SUPPLY CORD SET, 720mm, US Quantity 4 PTP 650/670 LPU and Grounding Kit Quantity 4 2.5G BASE-T Copper SFP Interface Quantity 4 Coaxial Cable Grounding Kits for 1/4 inch and 3/8 inch Cable Quantity 8 328 ft (100 m) Reel Outdoor Copper Clad CAT5E Quantity 4 LMR Cabling By the foot Est. 1000' Mounting Arms Quantity 4 HP POE ethernet switch Quantity 1 Cisco Router Quantity 1 Install Wireless Equipment on Tower Task 2 Successful Bidder must provide resources and work with the Lancaster County Broadband Authority to identify 300 qualified homes at a maximum distance of 5 miles from the specified tower at 8311 Mary Ball Road. Successful Bidder will be required to coordinate, provide, and manage all equipment and labor to install 300 homes with a minimum speed of 25Mbps/3Mbps, as identified by the Lancaster County Broadband Authority. Equipment and installation should be calculated on a per home based on below equipment. An estimate of 300 homes given for number of homes shown as unserved (i.e., 700) in area based on the current unserved area map. Bid should be based on cost per house with equipment and cost of installation based both on per house calculation as well as any discount or reduced fee based on 300 houses and including the following equipment per house: 5 GHz 450b - High Gain -FCC -Radio Only 5 GHz High-Gain Antenna Assembly, IP55 IP67 doors and glands for 450b High Gain Gigabit Surge Suppressor 30V CABLE, UL POWER SUPPLY CORD SET, 720mm, US PoE Gigabit DC Injector, 15W Output at 30V, Energy Level 6 Supply In-home Router Cat 5 cabling 200' Installation Task 3 Successful Bidder must provide associated cost to manage and maintain the network for one year starting January 1, 2021 and ending December 31, 2021, with an option to renew. Successful Bidder must provide statement of customer charges for a 25Mbps package with potential revenue sharing with the Lancaster County Broadband Authority. Bidder shall provide, locate, and install the equipment both on the tower and at the individual residences and confirm that the system is fully operational. Equipment must be installed and the system fully operational on or before December 25, 2020. The County will obtain and pay for the 1 Gig circuit from Verizon to provide service to the tower when requested by the bidder. Payment to the bidder will not be due and payable until the equipment is installed, both at the tower and in the individual homes and is operating to provide broadband internet service to the connected residences. It is the sole responsibility of the successful bidder to ensure that the system is professionally installed and operating to provide the service required. Should you decide that the above list of equipment is incorrect and/or that additional equipment is necessary or that other equipment should be substituted to ensure that the system will correctly function you should itemize the new or replacement equipment with the reasons for such additional equipment or substitution.
