Work generally includes rehabilitation and replacement of sanitary sewer manholes, 8" to 15" gravity sewer pipes and service lateral connections. All pipes and manholes will be rehabilitated or replaced in their existing locations and no upsizing is required. Pipe rehabilitation includes point repairs and UV-Cured CIPP lining. Pipe bursting will be allowed for pipes requiring full replacement. In addition, work shall include public notification, site access, flow control, traffic control and restoration. Funding for this project is provided through the Clean Water State Revolving Fund (CWSRF) program. As such, compliance with the Davis Bacon Act, American Iron and Steel, and Labor Standards Contract Provisions is mandatory. All bids received at said time will be opened and evaluated for completeness and correctness. All work shall be performed and all construction and materials used and furnished shall be in accordance with the Plans and Specifications prepared by Tetra Tech, and on file in the office of Duncan Public Works. Each sealed envelope containing a bid must be plainly marked on the outside as "Bid for Sanitary Sewer Rehabilitation Phase I", followed by the Contract ID (A, B or C), and the envelope should bear on the outside the bidder's name, address, and license number (if applicable). The contract is to be awarded to the lowest, responsive, responsible bidder. The Owner reserves the right to correct any non-material clerical errors in the bidding as allowed under Oklahoma Law. The Owner reserves the right to reject all bids in accordance with the Oklahoma Public Competitive Bidding Act of 1974. Conditional bids shall not be accepted.
