BASIC ORDERING AGREEMENT - CONSTRUCTION SERVICES Mission Support and Test Services, LLC (MSTS) is seeking sources for General Construction requirements under a Basic Ordering Agreement for construction services over a period of five (5) years. MSTS intends to issue multiple Basic Ordering Agreements for construction services to an estimated (3) OFFERORS. Construction tasks will be competitively issued against the Basic Ordering Agreement for construction services as Task Orders. This requirement is reserved and set-aside wholly for Small Businesses with resources within a one hundred twenty (120) mile radius of North Las Vegas, NV, 89030. Large Businesses will not be solicited. Business resources within the 120 mile radius include, but are not limited to, a physical business presence, business teaming arrangements or partnerships with small businesses that posses a physical business presence, business satellite offices, business remote company representatives performing work or representing the company, etc. SCOPE OF WORK: OFFERORS shall provide all necessary equipment, materials, labor, and supervision to perform General Construction work on Task Orders issued against the Basic Ordering Agreement for construction services performed within the Nevada National Security Site (NNSS) accessible through Mercury Nevada located approximately 65 miles northwest of Las Vegas, Nevada adjacent to U.S. Highway 95. Construction disciplines include, but are not limited to, site prep & earthwork (rough & finish), landscaping, paving, demolition, asbestos removal, concrete (structural & sub-structure), masonry, general carpentry (rough & finish), drywall & acoustic ceiling, miscellaneous metals, structural metal & wood, thermal & moisture protection, fire protection, mechanical, electrical and telephone/data, plumbing, insulation (exterior & interior), roofing, flooring (removal and/or installation), painting (exterior & interior), Alteration, Remodeling, Green/Sustainability. ESTIMATED VALUE: The total estimated value of all five-year Basic Ordering Agreement for Construction services issued combined is $50.0 million. CAPABILITY STATEMENT: To be considered as a potential source, interested parties shall complete and submit the attached Capability Statement. Failure to submit the Capability Statement will result in no further contact on this Sources Sought Notice or resulting solicitation. Sources that list their respective organizations on the Contract Opportunities (Formerly Federal Business Opportunities), Interested Vendors List, shall still be required to forward a Capability Statement. Responses must provide sufficient detail to enable a preliminary evaluation of source capabilities; use additional sheets as necessary. Sources shall use the MS Word (.doc) format provided to input information only. Capability Statements that are indecipherable, difficult to read, or incoherent (typical of scanned and faxed handwritten submittals) will be automatically discarded, and no further contact with that source will be made. Submission of additional company marketing documentation is encouraged, and Adobe (.pdf) format is acceptable. As of December 7, 2022, an issuance of short-list of firms have not been released.
