Site work and paving for a mixed-use development in Baytown, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.
The Work includes the complete construction of the water and wastewater utilities along Garth Road from the intersection of North Road to the intersection of IH-10 (Phases A and B). The work shall consist of: Mobilization and demobilization. Implementation and maintenance of traffic control devices Implementation and maintenance of erosion control devices and a Storm Water Pollution Prevention Plan (SWPPP). Trench safety program. Installation of 8" - 16" water via open cut and trenchless methods including valves, fittings, tees, fire hydrant assemblies, and other appurtenances as shown on the plans. Installation of 4" - 21" wastewater via open cut and trenchless methods including manholes and other appurtenances as shown on the plans. Wastewater bypass pumping as required. Temporary water service. Abandonment of existing water lines, wastewater lines, manholes, and appurtenances as shown on the plans. Removal and disposal of existing water lines, valves, fittings, fire hydrant assemblies, water/wastewater services, storm lines, storm manholes, and other appurtenances as shown on the plans. Removal and replacement of existing storm lines, manholes, and appurtenances as shown on the plans. Removal and replacement of paving (gravel, asphalt, or concrete), curbs, sidewalks, sidewalk ramps, and painting/striping as shown on the plans. Reconnection of water and wastewater services including water meters. Site restoration including, but not limited to: earthwork and grading to adjust soil to pre-construction conditions, hydromulch seeding, replacement of signage that was damaged or removed, landscaping, trees, final clean-up, and removal of trash and construction debris. Acquisition of all required permitting for construction. Coordination with private franchise utilities within the right-of-way or working area. All Bids submitted electronically will remain confidential until the opening date and time when they will be opened and read into the public record. No bid may be withdrawn or terminated for a period of 60 days subsequent to the bid opening date without the consent of the City of Baytown. Unless otherwise expressly provided herein, all references to "day(s)" shall mean calendar day(s). Bid Security and Bonds: Bid Security in the form of cashier's check, certified check, or bid bond payable to the City of Baytown in the amount of 5% of the total base bid price must accompany each proposal. Bidders submitting bids electronically through the E-bid System shall scan and up-load a copy of the sealed bid bond as an attachment to their bids. Original documents for Bid Security shall be requested by the City from the lowest two bidders and delivered to the City's Purchasing Coordinator within 48 business hours of the Bid Opening. Bid Security shall be delivered to: Office of City Purchasing Division, 2401 Market Street, Baytown, Texas 77520. The successful Bidder must furnish Performance and Payment Bonds as required by Chapter 2253 of the Texas Government Code or other applicable law, as amended, upon the form included in the Contract Documents, in the amount of one hundred percent (100%) of the contract price, such bonds to be executed by a corporate surety duly authorized to do business in the State of Texas, and named in the current list of "Treasury Department Circular No. 570", naming the City of Baytown, Texas as obligee. Additionally, the successful bidder shall be required to provide a one year Maintenance Bond for the improvements installed as part of this work, as provided in the Special Conditions of Agreement. All contractors/subcontractors whose System for Award Management (SAM.gov) registration is not active or that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Selection Criteria: The contract is to be awarded on the basis of Lowest Responsible Bidder. In identifying these criteria the City will consider: 1) lowest total bid price for all work listed and specifically requested, including but not limited to: Base Bid, Extra Work items and selected alternates. The City of Baytown reserves the right to award a contract based on any combination of the above considered to be in its best interests or to reject any or all bids. All questions about the meaning or intent of the Contract Documents are to be directed to Engineer via the E-bid System. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered or transmitted by electronic means to all registered Bidders in the City's E-bid System. Questions received less than five (5) days prior to the date for opening of bid proposals may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Question Deadline 01/18/2023
