The City of Baytown seeks competitive bids on cement stabilized sand. The purpose of these specifications is to describe the minimum requirements of the City of Baytown for the annual cement stabilized sand contract. Historical data has shown that the City uses approximately 2,500 tons of various stabilized sand per calendar year. These quantities are estimates based on previous usage. These estimates are for acquainting the bidder with probable quantities to be expected during the contract period. These estimates are not intended to set forth minimum or maximum quantities of this contract and shall not be construed as such. Cement shall be Type I Portland Cement conforming to ASTM C150. Sand shall be clean and durable sand containing no clay lumps or organic impurities. Water for mixing shall be clean and clear, free of oils, acids, alkalis, organic matter or other substances. Mixture shall contain either 3 1/2 sacks cement per one (1) ton of sand or five (5) sacks of cement to one (1) ton of sand, depending on ordered mix.
