Site work, new construction and renovation of a civil project in Stockton, Illinois. Completed plans call for the renovation of a water / sewer project; for site work for a water / sewer project; and for the construction of a water / sewer project.
Construction of the Sludge Storage Building, Flow Equalization Lagoons, Brewster Cheese Pump Station, Control Building, and Force Main, Interceptor Sewer, Watermain Extension and associated appurtenances. Project shall be Substantially Complete by July 1, 2023 and with final completion achieved by September 1, 2023. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the Use of American Iron and Steel requirements as contained in Section 436 of H.R. 3547, the Consolidated Appropriations Act, 2014. The Bigdding Documents may be examined at the offices of MSA Professional Services, Inc., Dubuque and Quad Cities, Iowa; and the Village of Stockton; Planholders list will be updated interactively on our Portal This procurement is also subject to the loan recipient s policy regarding the increased use of disadvantaged business enterprises (DBEs). The loan recipient s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. "The contractor shall pay prevailing wages in accordance with the Federal Davis-Bacon wages provision. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin." Wage rates are issued on a monthly basis and monthly revisions are possible. If wage rates are revised in the duration of the project, those are the monthly wages that are applicable. A conditional or qualified BID will not be accepted. Award will be made to the low, responsive, responsible Bidder on the basis of the Base Bid. Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to his Bid. Each Bidder shall supply a list of all subcontractors that submitted proposals and if requested by the Owner all major material suppliers. Further, the Bidder agrees to abide by the requirements under Executive Order No. 11246, as amended, including specifically the provisions of the equal opportunity clause set forth in the Supplemental General Conditions Owner reserves the right to waive any informalities or to reject any or all bids.
