Renovation of a civil project in Beaumont, Texas. Completed plans call for the renovation of a water / sewer project.
This contract shall provide for repairs to the existing Primer Street Lift Station for the City of Beaumont in Jefferson County, Texas. The lift Station is located on Primer Street in the north section of Beaumont. This contract shall include all necessary superintendence, labor, equipment, tools, materials, painting, safety measures, environmental protection, disposal of surplus items, site restoration, and all other related construction for the proposed lift station repairs. EXISTING CONDITIONS The Primer Street Lift Station was originally built in the 1950's and then rehabilitated in the 1980's. The existing lift station consists of a 9'-6" by 20'-0" by 21'-6" deep dry pit containing three (3) non-clog vertical close coupled pumps, header piping and valves, and electrical controls. In addition, the dry pit contains structural steel platforms and ladders. There is an existing wet well, 8'-0" by 20'-0" by 11'-0" deep chamber, joined to the dry pit by a common wall. The wet well is buried under approximately ten (10') feet of cover. There is a secondary wet well, 9'-0" by 10'-0" by 23'-6 1/2 " deep, connected to the primary wet well. The secondary wet well contains one (1) submersible non-clog pump. Currently, the City is operating two portable bypass pumps on-site. SUMMARY OF WORK This project shall provide for the replacement and relocation of all electrical controls into an above ground control building to be constructed on-site, and the replacement of all pumps, piping, and valves inside the existing dry pit, and the replacement of the existing submersible pump in the secondary wet well as shown on the contract plans and specifications. This contract includes, but is not limited to, the following: The Owner shall continue providing bypass pumping utilizing the Owner provided pumps and piping. The Owner shall be responsible for all required maintenance, which shall include, but is not limited to, refueling, greasing, and any other maintenance required by the manufacturer. The Contractor shall be responsible for all required relocation of the Owner provided pumps for the duration of the bypassing operation, including relocating the suction hoses for the pumps to the manhole on Primer Street adjacent to the lift station, and providing any barricading required. Remove and dispose of, or salvage for the Owner, all existing pumps, piping, valves, compressors, blower and electrical control panels and equipment contained in the dry pit. Furnish and install three (3) new non-clog vertical close coupled pumps and all appurtenances, new suction and discharge piping, valves, and fittings. Reconstruct the existing pump foundations as required to fit the proposed pump base and anchor bolts. Remove the existing sump pump in the dry pit. Furnish and install one (1) new submersible sump pump, Hydromatic model SK75M4, in the existing dry pit sump, including new discharge piping, valves, and fittings. 14 Furnish and install one (1) new Forward Curved Direct (FCD) blower, wheel dia. 11.81", 3000 cfm, 2 Hp as manufactured by Plastec model #PLA30XS4P or approved equivalent. Remove the existing submersible pump from the secondary wet well and salvage for the Owner. Furnish and install one (1) new non-clog submersible pump in the secondary wet well. Furnish and install a pre-fabricated concrete control building including excavation and backfill, foundation, entrance platform, electrical service, lighting, controls and instrumentation, air conditioning, door, and painting as shown on the plans. Furnish and install all electrical equipment, conduit, conductors, and level controls. Relocate the existing electrical service as shown on the electrical plans and specifications. SPECIAL REQUIREMENTS 1. The Contractor shall pay close attention to the project schedule to ensure that the work is completed in a timely manner and the lift station can be place back in operation without delays. 2. The Contractor will be required to apply for electrical supply from Entergy for power for this project. The City of Beaumont will not supply electrical power for the Contractor's use. 3. Contractor shall coordinate work with Mr. James Bollin with the City of Beaumont. 4. The Contractor shall refer to the City of Beaumont's Ordinances; Sec. 30-32. Performance Standards, regarding construction noise within a residential area prior to commencing work on this project; see attached copy. 5. The Contractor shall complete the City of Beaumont Water Utility Service Agreement for Fire Hydrant Construction Meters; see attached copy. 6. The Contractor shall replace all damaged Saint Augustine sod within the lift station site. 7. The City reserves the right, after opening Bids, to reject any or all bids or to make award to accept any bid or combination of bids deemed advantageous to it. Bidders must submit Bid Bond, Cashier's Check, Certified Check or irrevocable Letter of Credit issued by a bank satisfactory to the Owner, payable without recourse to the order of the City of Beaumont in an amount not less than five (5) percent of the largest possible bid amount as a guaranty that the Bidder will enter into contract and execute bond and guaranty in the form provided within fourteen (14) calendar days after date of Notice of Award of the contract. Bids without required financial security deposit will not be considered.
