Mandatory Federal and State Requirements. This Project will be funded, in part, with federal funds awarded to the Authority by the PA Department of Community & Economic Development PA Small Water and Sewer Grant and the Pennsylvania Infrastructure Investment Authority (PENNVEST) through the Clean Water State Revolving Loan Fund. All prospective bidders are hereby notified that the Contract awarded for the Project will require that prime contractors and subcontractors comply with certain federal and state statutory and regulatory requirements, including, but not limited to, the following: - Disadvantaged Business Enterprises - Davis-Bacon Act Prevailing Wages - Non-Discrimination - Recycled Materials - Steel Products Procurement Each bid must be accompanied by a certified check or bid bond payable to the Owner in an amount of not less than ten percent (10%) of the bid or bids. Only bonds from companies licensed to do business in the state where the Owner is located will be accepted and the bond shall so state same. This project includes, but it is not limited to, the decommissioning of the existing treatment plant, installing new submersible pumping station equipment and controls, installation of a new sanitary force main and associated equipment at the Ridings Wastewater Plant. Bids must be submitted unconditionally. No bidder may withdraw bid within SIXTY (60) days after the scheduled closing time for receipt of bids.
