As of July 14, 2023, an engineer has been selected. Per owner, procurement of a construction contractor will take place sometime after FY28. County policy is to have 100% of construction funds appropriated in order to procure construction services. It may take more than one fiscal year to appropriate all of the construction funds for a project of this size.
The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain proposals from qualified consultants to provide roadway and civil design services and construction support services for the Route 50 North Collector Road. The work will include planning, designing, assisting right-of-way acquisition, coordinating utility relocation, and assisting construction of a new roadway segment from Route 50 at Tall Cedars Parkway to the Air and Space Museum Parkway interchange at Route 28 in Fairfax County. This project will have multiple phases with the Phase I focusing on planning, National Environmental Policy Act (NEPA) review, field investigations, traffic analyses, preliminary design, and the development of a NEPA document. Subsequent to Phase I, the County will formulate a strategy for executing the project using either a design-build or design-bid-build procurement method. Once the procurement method is determined, the selected Offeror will be responsible for performing the necessary design work and will support right-of-way acquisition, utility relocation, and procurement efforts, and provide assistance during construction. These activities will be designated as Phase II. If the County decides to utilize a design-build procurement method, the successful Offeror and associated subconsultants will be excluded from participating in a design-build team for this project. Please note the consultants proposal will be evaluated on the full scope of the project, Phase I and II. Upon contract award, only the cost for Phase I will be negotiated. The cost of Phase II will be negotiated when the County determines the method of construction. The method of Contractor Selection has not been Determined at this time.
