Solicitation BTS-01 Provide additional materials testing capacity in BTS Laboratory at Truax in Madison to facilitate providing timely quality assurance test results. Provide one full-time on-site staff to perform required acceptance testing of materials, primarily in the BTS Materials lab. Perform testing in other on-site labs as needed. Testing will include reinforcing steel, high strength bolts, nuts and washers, miscellaneous materials such as fencing, geotextiles, geogrids, Concrete, Hot Mix Asphalt, and aggregates. The testing process will include: o Logging in samples o Test specimen preparation o Set-up and changeover of fixtures in test machines o Performing tests on materials in accordance with ASTM or AASHTO test procedures o Documenting of test data on Department-provided worksheets o Entering final test results into the Department's computer-based Materials Testing System (MTS) o Clean-up of work areas and light maintenance of test equipment. The contract price will be based on the selected consultant's actual costs plus fixed fee. Actual costs will be defined as those costs allowable under the cost principles in Part 31 of Federal Acquisition Regulation (FAR). ; Consultant costs including indirect cost rates and cost accounting system will be subject to audit. Consultant firms that are unable to account for costs consistent with requirements of the FAR are not eligible to contract. Consultants selected will be required to either submit or have on file with WisDOT a Consultant Financial Report prior to contract execution. Information on the report may be found at http://wisconsindot.gov/Pages/doing-bus/eng-consultants/cnslt-rgistr/fncl-rpt.aspx. ; Selected consultants will be required to apply field rate accounting consistent with FDM 8-10-20. If the selected consultant does not currently have field office accounting in place, the consultant will have the option of negotiating a field office rate that will act as an indirect cost ceiling for the contract in lieu of implementing field office accounting. Advertised Fixed Fee %7.25 The fixed fee for this contract will apply an indirect cost factor of 150% to the consultant's estimated direct labor, regardless of the consultant's actual indirect rate.
