Site work and paving for a mixed-use development in Bremerton, Washington. Design plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Per the owner, as of August 8, 2024, they are still in the feasibility analysis of this project. The owner states that design has not yet started and they do on have a general contractor on the project. The owner states that construction is anticipated between 2025 and 2027. Closed solicitation has been included below for reference. ……………….. The City of Bremerton, Public Works, Engineering Division, solicits interest from consulting firms with expertise in civil and structural engineering design services. This agreement will be for approximately two years in duration with the option for the City of Bremerton to extend it for additional time and money if necessary. Consultants will be considered for the following project. The City of Bremerton reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The project provides for pedestrian and safety improvements to the Warren Avenue Bridge (i.e. Port Washington Narrows Bridge). Improvements on the bridge include widening existing sidewalks on both sides of the bridge to 10-foot wide, replacing the existing median barrier with crash worthy traffic barrier, pedestrian rails and upgrading existing lighting. Improvements off the bridge consist of connecting bridge sidewalk to existing sidewalk network, including new 10-foot ADA compliant sidewalks from the bridge to Lebo Boulevard, Callahan/Claire Interchange, 17th Street and 18th Street. The major features of the project are as follows: * Sidewalk and curb ramps * Environmental documentation and preparation of permit applications * Geotechnical * Structural design for retaining walls * Drainage design * Lighting design * Signing/channelization design * Landscaping * Determination of R/W needs * Guardrail/Barrier design The work to be performed by the CONSULTANT consists of preparing preliminary engineering design for all aspects of the project, excluding the bridge structural design. WSDOT HQ Bridge and Structures Office will perform the preliminary engineering design, including the plans, specifications, and estimates (PS&E) for the bridge structural work. The consultant will be responsible for assembling the PS&E, including those prepared by WSDOT, into one bid package for the project. The City of Bremerton reserves the right to retain the services of the successful firm(s) for any subsequent phases, such as right of way (R/W) and construction (CN) phase services, associated with this project. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications of Project Manager 2) Key Personnel to work on the project, including experience and availability 3) Ability to meet schedule 4) Approach to the Project 5) Firms familiarity with Bremerton/WSDOT/FHWA standards 6) Past Performance/References 7) Demonstrated success designing and delivering WSDOT bridge projects Submittal The City will only accept emailed proposals for this solicitation.
