The Leucadia Wastewater District (Owner) is requesting bids from qualified contractors for the Owner's Fiscal Year 2021 Cured-In-Place Pipe Lining Project (Project) which includes all labor, materials, services, and equipment necessary to install new Cured-In-Place pipe lining, chemically grout infiltration in existing gravity sewer mains and laterals, install manhole linings, provide traffic control, provide and maintain a means to keep existing sewer system in service during construction, remove and properly dispose of any existing facilities that are to be replaced, and complete all site restoration to return disturbed areas and surface improvements back to original conditions. The work will be located in the southern portion of the City of Carlsbad and the northern portion of the City of Encinitas, California. Bids shall be executed on the forms contained in the Contract Documents and in accordance with the instructions contained therein. Bid security, in an amount not less than ten percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bidder to whom the award is made will be required to furnish a payment bond and a faithful performance bond. Pursuant to Section 1771 of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Pursuant to Section 22300 of the California Public Contract Code, the Contractor may substitute securities for any monies withheld by the Owner to ensure performance of the work. Procedures shall be as provided in Section 22300. All questions relative to this project prior to the opening of bids shall be directed to the Owner's project manager. The Owner reserves the right to reject any or all bids, to waive any informality or irregularity in a bid, and to make awards in the interest of the Owner.
