Site work and renovation of a water / sewer project in Adair, Iowa. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Project consists of Furnishing all labor, materials, and equipment necessary for construction and installation of a water treatment plant with a nominal capacity of 140 gpm consisting of up-flow biological contactor and gravity filter system, reverse osmosis treatment, pumps, chemical storage, piping, site work, steel building, controls, electrical, HVAC, and additional associated work items as necessary as shown on the plans and specifications Notice is hereby given that a public hearing will be held by the Council of the City of Adair on the proposed contract documents (plans, specifications, and form of contract) and estimated cost for the improvement at its meeting at 6:30 P.M. on Wednesday, February 10, 2021, in said Adair City Hall for the WATER TREATMENT PLANT REPLACEMENT - ADAIR, IA. Said Council will also receive and consider any comments/objections to said plans, specifications and form of contract or to the estimated cost of said improvements made by any interested party. Notice is hereby given that at 6:30 P.M., on Wednesday, February 10, 2021, at the Adair City Hall, the Council of the City of Adair will consider the construction bids received and will either award a contract, reject all bids, or adjourn thereon to a subsequent meeting of the City Council. Bids will be received for a single prime Contract. Bids shall be on a lump sum price basis as indicated in the Bid Form. Bid must be accompanied by Bid security made payable to Owner in an amount of ten (10) percent of Bidder's maximum Bid price and in the form of a certified check or a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions. The Contract Times will commence to run on the thirtieth day after the Effective Date of the Contract or, if a Notice to Proceed is given, on the day indicated in the Notice to Proceed. The Work will be substantially completed within 550 calendar days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within 550 calendar days after the date when the Contract Times commence to run. Contractor shall pay Owner $1,000.00 for each day that expires after the time (as duly adjusted pursuant to the Contract) until the Work is substantially complete After Substantial Completion, if Contractor shall neglect, refuse, or fail to complete the remaining Work within the Contract Time (as duly adjusted pursuant to the Contract) for completion and readiness for final payment, Contractor shall pay Owner $1,000.00 for each day that expires after such time until the Work is completed and ready for final payment. Liquidated damages for failing to timely attain Substantial Completion and final completion are not additive and will not be imposed concurrently. To the extent allowed by Federal law and regulation, by virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa. Bid security shall be furnished in accordance with the Instructions to Bidders. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waivers under section 746 Division A Title III of the United States Department of Agriculture (USDA) Water and Waste Disposal Program (WWD) administered by the Rural Utilities Service (RUS) and the National Product Waiver (of AIS) for Pig Iron and Direct reduced iron apply to this contract
