Demolition, site work and new construction of a mixed-use development in Malibu, California. Completed plans call for the construction of a educational facility; for site work for a educational facility; and for the demolition of a 38,853-square-foot educational facility.

As of November 9, 2023, the project is under construction. Construction is anticipated to begin in Fall 2025. Request for Qualifications (RFQ)/Request for Proposals (RFP). The Santa Monica-Malibu Unified School District ("District") is requesting submission of: - A prequalification application (Prequalification Application), if Contractor is not currently prequalified with the District; and - A statement of qualifications (SOQ); and - A proposal ("Proposal"); from qualified firms, partnerships, corporations, associations, persons, or professional organizations ("Contractor" or "Firm") to perform preliminary and construction services for the MALIBU MIDDLE HIGH SCHOOL CAMPUS PLAN - PHASE 1 NEW HIGH SCHOOL PROJECT ("Project") as described in Attachment 1 ("Project Description") pursuant to a Lease Leaseback structure in accordance with Education Code section 17406. - Total Estimated Project Cost: $90,000,000 - $100,000,000 - Total Estimated Financed Amount: $4,500,000 - $5,000,000 - Total Estimated Contract Time: 18 months, PLUS 18 Months for Preliminary Services Contractors that intend to submit a response ("Response") to this RFQ/RFP must demonstrate the following: - Hold a Class B Contractors License which is current, valid, and in good standing with the California Contractors State License Board; - Prequalify through the District's prequalification process; - Have completed at least two (2) Lease Leaseback projects with an original contract value of $25,000,000 or more during the past ten (10) years; - Have completed at least two (2) Educational Building contracts with a value over $40,000,000 or more during the past ten (10) years. Project Labor Agreement: In accordance with Education Code section 17407.5, the Project is subject to the District's Project Labor Agreement ("PLA") (Exhibit L to Master Facilities Lease, attached hereto as a portion of Attachment 5). The PLA provides that as a condition of accepting a bid, the Contractor will abide by the terms and conditions of the PLA relating to, among other things, hiring practices, wage and rate benefits, union representation, union recognition, hours of work, overtime shifts, holidays, grievances, disputes, safety and working conditions. The PLA also provides that there will be no strikes, labor shutdown or slowdown, and no lockout. The Contractor and all Subcontractors are required to abide by the terms and conditions of the PLA. If the District issues addenda to this RFQ/P, Contractors are solely responsible for and must acknowledge receipt of addenda in the Contractor's SOQ / Proposal. Responses to the questions received, along with any addenda to this RFQ/P will be posted. It is the sole responsibility of each proposing firm to access the addenda and any responses to questions from the FIP website. Failure to acknowledge and respond to any addenda issued by the District may, in the District's sole discretion, render the Contractor's SOQ/Proposal to be deemed non-responsive and may be rejected. The District has set the following RFQ/P Schedule that all Contractors must adhere to. The District reserves the right to modify this RFQ/RFP Schedule and will issue an addendum if it modifies this RFQ/RFP Schedule. This RFQ/RFP is not a formal request for bids or an offer by the District to contract with any party responding to this RFQ/RFP. The District reserves the right to reject any and all Proposals. The District also reserves the right to amend this RFQ/RFP as necessary. All Proposals and attachments submitted to the District in response to this RFQ/RFP shall remain property of the District. The Proposed Project would redevelop and modernize the former Juan Cabrillo ES campus to create a separate and distinct High School Core Building. Implementation of the Proposed Project would result in demolition of all 9 buildings on the former Juan Cabrillo ES campus, totaling 38,853 square feet of demolition. The Project consists of: The abatement and demolition of the existing 9 Buildings at the former Juan Cabrillo ES campus The construction of a new High School Core Building, "Building C" which will include classrooms, student support spaces, state of the art kitchen, cafe, outdoor learning areas, administrative offices, and pitch spaces connected by common areas designed to add to the collaborative learning environment. Extensive grading of the site, with a substantial amount of cut and fill and the export of surplus dirt if necessary. Extensive amount of landscape and hardscape within the Phase I limits. New bus/vehicle turnaround and parking. Demolition is scheduled to begin in Summer 2022, with construction scheduled to begin in Fall 2022 Deadline for Contractors to submit questions regarding this RFQ/P 1/12/21 no later than 3:00P.M.
