**As of August 18, 2021, this project has not yet been awarded. A timeline for award has not yet been established. The Health and Human Services Commission (HHSC or Owner) is soliciting proposals (Proposals) for the selection of a Construction Manager-at-Risk (CMR) to provide the following services: (i) pre-construction services, such as constructability guidance, cost estimates, site evaluations, and construction schedules; (ii) upon completion of the design development phase, provide a Guaranteed Maximum Price (GMP) at the election of HHSC; and (iii) perform complete construction services consistent with the construction manager-at-risk delivery process described in the attached draft contract between Owner and Construction Manager-at-Risk for Project No. 20-037-WCY, Construction-Manager-At-Risk for Building and Site Renovations @ Waco Center for Youth (the Project). HHSC is soliciting CMR services under Texas Government Code Chapter 2269, Subchapter F, Construction Manager-at-Risk Method. Project Description and Cost of the Work Project Description: Construction Manager-At-Risk shall perform and coordinate all pre-construction and construction services for the following Project as a single package or in multiple packages as determined during the Pre-construction phase: Replacement and installation of an emergency generator, ATS and associated wiring at Building 565; Generator shall supply emergency power to four (4) client living units (564, 566, 585, & 586). Renovation of Buildings 503 and 505 for school/classroom use; Building 506 for security offices; Building 511 for community relations and habilitation and Building 564 for cottage living quarters, including all replacement and repair construction necessary. Provide roof repairs and replacements at five (5) cottages, Buildings 566, 585, 586, 587, & 588. Provide investigation and replacement of outdoor lighting to improve the outdoor lighting across Campus. Repair services for plumbing and storm drain in Building 501 to correct sewer and drainage problems; upgrades to control hot and cold water mixing and site utilities scope to install storm drain in front of Building 566 and 588 to replace existing open ditch. Replacement of obsolete Campus Building Automation System (BAS) software with a new BAS control system meeting ASHRAE Standard 135. All components of the system shall communicate using the BACnet protocol meeting ASHRAE Standard 135-2008. PHASE I: Collaborate with HHSC and its architects and engineers (A/E), RBDR, during the drafting and completion of the Construction Documents. The Respondents expertise will be used to affect value engineering, establish a project schedule, and ultimately determine the Guaranteed Maximum Price. The services include, but are not limited to, attendance at meetings, and consultation regarding plan reviews, constructability reviews, and cost estimating. PHASE II: In accordance with the approved schedule and GMP, Contractor shall facilitate bidding and selection of subcontractors in compliance with HUB requirements, and provide and/or secure and install all materials, labor, coordination, management and supervisory activities necessary to complete construction of the Project in accordance with the drawings, specifications and other contract documents that will be prepared by the A/E and HHSC. COST OF WORK: Respondents should consider the Cost of Work to be $4,195,600. As stated above, the Cost of Work stated Cost of Work should be considered as the basis for the construction budget, or Guaranteed Maximum Price (GMP), but it does not include any Pre-construction Management fees, Construction Management fees, and Construction General Conditions, as part of the construction budget or the Guaranteed Maximum Price (GMP).
