THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. This is a Sources Sought Notice and is for informational/market research purposes only. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from all qualified and interested parties for a potential single contract to provide the full Design Services and Construction Phase Support Services for the U.S Department of Agriculture, Foreign Disease-Weed Science Research Laboratory (FDWSRL) Modernization. The applicable NAICS code for this procurement is 541330 and the standard size is $16.5M. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The Government will not pay for any material provided in response to this market survey nor return the data provided. This project will be executed for the U.S. Department of Agriculture, Agricultural Research Services (USDA, ARS) by the U.S. Army Corps of Engineers (USACE), Baltimore District. The project consists of a new Laboratory/Head house/Greenhouse facility at Fort Detrick, MD, to support the ongoing research of the Foreign Disease Weed Science Research Unit (FDWSRU). The project is currently at approximately 35% stage of design. The project scope of work includes the construction of a new BSL-3 Plant Pathogen Containment facility consisting of a combined laboratory and biocontainment Head house/Greenhouse which will be adjacent to Buildings 1301-1309 complex. The new building will be approximately 67,420 GSF with two stories and a full basement. The north half is the Biocontainment Lab with a group of 4 Research Greenhouses along the south facade. The new facility will serve as a replacement for Buildings 374 (BSL-3 Plant Pathogen Containment) and 390 (Effluent Decontamination System) located on Fort Detrick. The main floor (Level 1) will be dedicated to research and primary support spaces, with a full basement below for the central utility plant, waste treatment equipment, and biocontainment inspection access to the plumbing systems. Level 2 (above the Lab) is dedicated entirely for mechanical and electrical systems, with an elevated Mezzanine for the Air Handling Units (AHU's) and Exhaust Fan Units (EFU's). The FDWSRU currently occupies two sites at Ft. Detrick, with the pathogen containment lab and greenhouses (Bldg. 374) located on a small site in the southwest portion of the Post. While this facility is in the middle of significant renovations to maintain performance and research capabilities, the building has passed its seventh decade in operation and is need of retirement. The new Science Research Lab (FDWSRL) will replace the existing building with a larger, more functional facility co-located within the fenced perimeter of the main USDA complex (Buildings 1301-1309). The new FDWSRL will be a significant upgrade to the USDA's facilities at the Post, including new sealed greenhouses capable of pathogen containment research. Preparation of a Design Build Request for Proposal with updated design drawings, program documents and cost estimates. Services would also include support during Advertising such as responding to bidder inquiries, attending a pre bid site visit, and preparing amendments. Due to the specialized nature of this facility, the AE shall engage the following specialty consultants: BSL-3 Lab Architects/Planners and Biocontainment greenhouse. Other unique features of this project include Dedicated Small Office spaces, inside and outside of containment. Biocontainment Greenhouses, each divided into separate compartments. BSL-3 Containment Labs, with capability of one lab to meet requirements for Select Agent work. Support Rooms for controlled environment, dew, and growth chambers. Flexible-use Locker/Change facilities. Robust decontamination systems for solid and liquid wastes. 3. Optional Post Construction Support Services will include: Review proposed shop drawings/submittal reviews, design changes, modifications, construction cost estimates, and value engineering proposals; Site visits during construction Responding to Requests for Information (RFIs) Technical assistance services Commissioning Support On-Site Representation Change order/modification analysis; Specialized Inspection services during construction; Specialized environmental science and other technical consulting services; Engineering testing and inspection; As Built drawings and specifications; LEED documentation; On-site Construction Management Services to include quality assurance, construction inspection and testing, and daily progress documentation.
