Sauk County has been awarded the use of CDBG CLOSE funds for the design and construction of a park in the Bluffview community. Bluffview is an unincorporated community located in the Town of Sumpter in central Sauk County. Given its location, limited community resources and available housing stock, residents of Bluffview tend to be more economical disadvantaged compared to other communities in Sauk County. The poverty rate in Bluffview is 36% compared to 10.4% for Sauk County and household income is nearly half that of the County as a whole. HUD data indicates 55.46% of the population fall within the low/mod income group. 2018 ACS 5-year data indicates 35.1% of the population in Bluffview is under the age of 15, compared to 19% for all of Sauk County. Additionally, only 4.9% of all Sauk County residents identify as Hispanic or Latino (of any race) compared to 32.2% for Bluffview. The community is located adjacent to US/Hwy 12 roughly 5-miles north of the Village of Prairie du Sac and 7-miles south of the City of Baraboo. The Bluffview Community Park project has recently been awarded $370,000 in CDBG CLOSE funds. A portion of these funds will be used to hire a CDBG Grants Administrator; the remaining balance will be used for design, engineering and construction of the community park. A final budget for all site improvements and associated costs will be determined after the CDBG Grants Administrator is selected however, the estimated budget for design, engineering and construction is $290,000. The design must analyze and address the following: Cohesive Design Theme, Children's Play Area--Type, Location, Access, Designated gathering space(s) (open shelter, gazebo, etc.),Passive Recreation Elements Sustainable Landscaping and Trees, Walking Trails/Pathways, Durability of Project Elements/Equipment, Weather Consideration for Design and Project Elements/Equipment, Annual Maintenance Costs. In the award of the contract, the County will consider the element of time, will accept the Proposal or Proposals which in their estimation will best serve the interests of County and will reserve the right to award the contract to the contractor whose Proposal shall be best for the public good. The County encourages bids from Minority, Women, and Small Business Enterprises. The County reserves the right to reject any and all Proposals received as a result of this RFP. The method of contractor selection has not been determined at this time. As of April 21, 2022, this project had a ceremonial groundbreaking on April 1st, 2022. Actual construction is planned to begin in roughly a month.
