Further details regarding design and construction timelines have not been identified. *The closed solicitation has been included below for reference: The U.S. Army Corps of Engineers, Kansas City District intends to solicit and award a contract to perform multiple concurrent construction task orders with potential ancillary design for repair and renovation of buildings and structures, including historic buildings and structures, at Fort Riley and Fort Leavenworth, Kansas. The Government proposes to issue a firm fixed price indefinite delivery type contract (IDC) award for this project. THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PRODUCE A SOLICITATION IN THE FUTURE. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION OR FOLLOW UP REQUESTS. The purpose of this Sources Sought Notice is to obtain insight into the interest, capabilities and qualifications of small business firms to perform a firm fixed price IDC type contract of this magnitude and to determine if there is adequate competition to compete and successfully perform. Projects will be located at Fort Riley and Fort Leavenworth, Kansas. The general scope of the requirements will be to perform concurrent multiple task orders conducting repair and renovation of buildings and structures, including historic building and structures at both installations. Ancillary design work may be included. Unit price books will be used for determining task order proposals (specifically e-Gordian). Work could include any of the items in the list below as well as any other facility maintenance task that may be required. Work may be accomplished in different types of facilities including: administrative; vehicle maintenance; industrial; barracks; warehouses, etc. This project will require a contractor on-call for requirements at Fort Riley and Fort Leavenworth, Kansas. This acquisition will require a general contractor with experience and expertise capable of managing numerous task orders at the same time, which will require construction scheduling, cost estimating, quality control, and coordination of subcontractors in a wide variety of construction trades in multiple locations. Prior experience in the following areas are required: Mechanical, electrical, plumbing and fire suppression and detection system replacement and upgrades. Paving repair and replacement (concrete and asphalt). Interior remodeling work including carpentry, painting, floor and wall covering. Renovation and restoration of historic buildings and structures in compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties, to include repair of historically significant brick and stone masonry, including patching to match existing, and pointing with compatible mortar. Repair or replacement of infrastructure systems. Correction of drainage problems Repair or upgrade of structural problems, including seismic upgrades. Repair or replacement of roofing, siding, windows, doors or other miscellaneous architectural elements. Whole building renovations. Design-build experience. Successful use of unit price books, such as e-Gordian. Managing numerous concurrent repair and renovation task orders in multiple locations on multiple installations, requiring construction scheduling, cost estimating, quality control, and coordination of subcontractors in a wide variety of construction trades. Similar projects could include job order contracts (JOC); Air Force Simplified Acquisition of Base Engineer Requirements (SABER) contracts; multiple award or single award task order contracts or similar type contracts. Include description of contract, lists of task orders completed or ongoing with task order values and descriptions, duration of contract and any other information that would aid the government in determining similarity of the contract with the intended contract. ACQUISITION STRATEGY The Government anticipates a five-year firm fixed price type contract with a not to exceed amount of $45 million and task orders (projects) ranging from approximately $10,000 to $4 million. The anticipated award of this contract will be on or before August 31, 2021. The magnitude of this project is between $25,000,000 and $100,000,000. The applicable North American Industrial Classification System (NAICS) codes and applicable size standards include but are not limited to: Commercial and Institutional Building Construction 236220, and $39.5M. You are invited to respond to the sources sought notification, with your response to include the following information: COVER LETTER: Business name, address, CAGE code and DUNS number; and Point of Contact including name, phone number and email address responsible for submission; Company Website Company size (Small or Large), in accordance with the North American Industry Classification System (NAICS) code 236220. If a Small Business, specify if your company is any of the following: (a) Service- Disabled Veteran Owned Small Business (SDVOSB); (b) HUB Zone Small Business; (c) 8(a) Small Business concern; or (d) Woman-Owned Small Business. Assertion of Contractor's interest in bidding on the solicitation when it is issued. SOURCES SOUGHT QUESTIONS: Prior Experience. Prior experience with conduct of IDC contracts that have similar scope and magnitude doing work at multiple installations. Provide examples with summaries of past performance on a minimum of (4) four contracts within the last (10) ten years by providing the following information: Not to exceed dollar amount of the contract as well as total dollar amount awarded to date; Identify if a unit price book was used and if so, what kind. Provide a simple bar chart showing schedules for each task order and how they overlapped over the course of the contract. Provide the following information for each task order: - Task order value and description. Description needs to provide salient details of the work complete or under way beyond just a title. - Status of the task order (percent complete). - Duration (actual or anticipated). - Was the work self-performed or performed by a subcontractor - if performed by a subcontractor, identify subcontractor. - Location information relative to other task orders. - Was the project required to meet the Secretary of the Interior's Standards for the Treatment of Historic Properties. - Level of design effort included in the task order. Name, address, point of contact and phone number of customer organization for which the contract was done. Number of potential task orders turned down by the contractor and why (potential examples: couldn't reach agreement on pricing; couldn't reach agreement on which unit price line items were appropriate for the scope; pricing would result in losing money; correct unit pricing didn't cover actual costs; insufficient staffing available; no available subcontractors for specialty work; etc.) Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor. Information regarding proposed organization structure to show depth of personnel available to work on the contract. Joint Venture information, if applicable - existing and potential. Bonding Capability. Construction bonding level per contract and aggregate construction bonding level, both expressed in dollars. The response must be specific to the qualifications listed above to show that the respondent is qualified and possesses the necessary skills, experience and capabilities. If a response does not clearly demonstrate that the respondent meets the qualifications, possess the necessary skills, experience and capability the response will not be considered as confirmed capability for the purposes of market research which will be used to support procurement planning initiatives.
