Bidding is estimated to take place in July/August of 2021. *The closed solicitation has been included below for reference: The Town of Cave Creek issues this Request for Proposal for the preparation of design plans and related analysis for bank stabilization along a portion of Galloway Wash adjacent to the Town of Cave Creek's Desert Awareness Park, west of Galloway Road. The 2014 and subsequent storm events have altered the channel banks and alignment of Galloway Wash. The bank erosion resulted in loss of amenities and bank protection at the Desert Awareness Park, as well as a reflective loss of channel bank on the south side. The intent of this project is to restore the FEMA floodplain/floodway to its historic levels The proposed design is currently proposed as connected wire gabion baskets or floodwall. Options for the preferred material shall be presented as a part of the design. The preferred option presented shall include consideration of cost, function, and maintaining a rustic look in keeping with the Cave Creek aesthetic. The design will include the necessary studies and analysis to incorporate the floodplain impacts of the proposed improvements. The effective HEC-RAS models and FEMA Floodplain information available through the flood Control District of Maricopa County will serve as the basis for the design. The design will include analysis of the Vermeersch Road crossing of Galloway Wash with recommendations as to proposed future treatments of the roadway that can be made. Vermeersch Road serves as the access to the portion of Desert Awareness Park on the north side of Galloway Wash. The design will include analysis of the non-FEMA designated tributary from the south that enters Galloway Wash immediately to the east of Vermeersch Road. The final design will also denote and incorporate a non-vehicular access trail along the channel banks to connect the Town's Trail system with Desert Awareness Park. The trail connections will be administered by the Town of Cave Creek's Planning Department. The Town of Cave Creek and the Flood Control District of Maricopa County will be jointly funding the construction of the project through an Intergovernmental Agreement and the District's Small Project Assistance Program. The review of the project design will require approval by both jurisdictions. Design and Construction of this project will span two fiscal years, with the design and approval phases concluding on June 30th, 2021 to coincide with the Towns' annual Fiscal year 2021 budget. Responding firms will provide a schedule based upon an estimated Town Council Approval and Notice to Proceed of the consultant contract on March 1, 2021 through approval, bidding, award, and construction of the design. The Construction must be completed by June 30, 2022 to coincide with both the Town's and Flood Control Districts authorization for expending the designated funds.
