This contract shall provide for the rehabilitation of one 5 million gallon steel ground water storage tank and one 5 million gallon concrete ground water storage tank for the City of Beaumont, Texas. The tanks are located on the west side of Highway 69 one half mile north of Keith Road. This contract shall include all necessary labor, equipment, tools, materials, disinfection, structural steel repairs, safety measures, environmental protection, disposal of surplus items. The contractor shall coordinate with City personnel when removing a tank from service and/or restoring a tank to service. Contractor shall coordinate with City personnel prior to commencing work. All work is to be performed in strict accordance with the guidelines and procedures set forth within the Contract Specifications. This contract includes, but is not limited to, the following: 1. Steel Tank a) Remove and replace the existing bolts on roof vent flanges including sanding the bolt holes and applying polyamide epoxy prior to installing the new bolts. b) Remove and replace vent screens with new 16 mesh stainless steel vent screens including stainless- steel bands. c) Remove and replace one (1) 30" x 30" roof access hatch including surface preparation and coating of work surfaces. d) Remove and replace 157 wall rafter brackets including steel repair of attachment points as well as surface preparation and coating of interior and exterior work surfaces. The interior coating shall be a high-build, zink/epoxy system, and the exterior coating shall be a three-coat fluoropolymer urethane system. e) Remove and dispose of sand accumulation in tank interior including pressure washing. f) Remove and replace approximately 471 linear feet of caulking around foundation between concrete foundation and steel wall base. g) Seal foundation cracks on concrete foundation with epoxy sealant including any necessary excavation, backfill, and compaction necessary to complete repairs. h) Disinfect tank interior in accordance with Specification Item 460. i) Furnish and install three (3) "Confined Space Entry" placards; one at each manway/hatch. j) Reattach existing rain gutter downspout, and seal gutter around roof. 2. Concrete Tank a) Locate leaks around tank perimeter including excavation, backfill, and compaction upon completion. b) Repair leaks around tank perimeter by chemical grout injection. c) Remove and dispose of sand accumulation in tank interior. d) Furnish and install a new stainless-steel access ladder from tank roof hatch to bottom of tank including safety cable system. e) Disinfect tank interior in accordance with specification Item 460. f) Furnish and install three (3) "Confined Space Entry" placards; one at each manway/hatch. Special Requirement 1. The Contractor shall pay close attention to the project schedule to ensure that the work is completed in a timely manner. 2. Contractor shall restore the construction sites to their original condition or better. 3. Contractor shall coordinate work with City staff prior to starting construction. 4. The Contractor shall provide all safety measures while performing the work 5. The Contractor shall complete the City of Beaumont Water Utility Service Agreement for Fire Hydrant Construction Meters. The City reserves the right, after opening Bids, to reject any or all bids or to make award to accept any bid or combination of bids deemed advantageous to it. Prevailing Highway-Heavy, Municipal and Utilities wage rates for Jefferson County, published as part of the Contract Documents and subject to revisions, shall govern or control minimum rates for work performed during execution of the contract. Also, qualifications being equal, citizens of the City of Beaumont shall be given preference in employment for work performed under the contract. Bidders must submit Bid Bond, Cashier's Check, Certified Check or irrevocable Letter of Credit issued by a bank satisfactory to the Owner, payable without recourse to the order of the City of Beaumont in an amount not less than five (5) percent of the largest possible bid amount as a guaranty that the Bidder will enter into contract and execute bond and guaranty in the form provided within fourteen (14) calendar days after date of Notice of Award of the contract. Bids without required financial security deposit will not be considered. The work to be performed under this Contract shall be commenced on the day specified by the Owner in the Notice to Proceed and the work shall be fully completed within 90 calendar days after the date of commencement of the work.
