For furnishing all tools, materials and labor, and performing the necessary work for construction of the Saunders Heights Tank Repainting. The work generally consists of Repainting the interior and exterior of a 1 million-gallon steel water storage tank constructed in 1983; removal and replacement of a 12-inch diameter roof vent; and all appurtenances and other items as detailed and set forth in the Contract Documents for a complete installation. The contractors shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered. Each bid must be accompanied by an acceptable form of bid guaranty in the amount equal to at least five percent of the whole bid, and such bid bond or cashier's check shall be subject to the conditions provided in the Instructions to Bidders. All bidders must be licensed under the terms of the Arkansas State Licensing Law for Contractors, A. C. A. 17-25-1-1, et seq. All bidders must also comply with The Rules and Regulations of the Contractors Licensing and Bond Law, Arkansas Administrative Rules 224-25-1, et seq. Attention is called to the fact that the minimum prevailing wage rates for each craft or type of worker and the prevailing wage rate for overtime work as determined by the Arkansas Department of Labor shall be paid. The Owner also encourages all general contractors to subcontract portions of their contract to qualified small, minority, and women business enterprises. The Board of Directors reserves the right to reject any and all bids and to waive any informalities in the proposal deemed to be in the best interests of the District. The District further reserves the right to withhold the awarding of the contract for a period not to exceed 60 days after the receipt of bids.
