The City of Cleburne (Owner) is requesting Bids for the construction of the following Project: Wastewater Treatment Plant Expansion and Reuse Pump Station Improvements Expansion of the Cleburne Wastewater Treatment Plant from an average day capacity of 7.5 million gallons per day (MGD) to 10.5 MGD and increase the peak 2-hour flow capacity from 17 MGD to 34 MGD. The Project also includes the construction of a 4 MGD Reuse Pump Station that is onsite at the treatment plant. Major improvements include the following: 1. Structural rehabilitation of the Existing Influent Pump Station 2. New North Influent Pump Station 3. New North Headworks facility 4. New North Secondary Treatment Train including aeration basins, blowers, return and waste activated sludge pump station, and secondary clarifiers 5. New alum Chemical Feed Facility and rapid mix vault 6. New Tertiary Disc Filters 7. New UV Disinfection 8. Improvements to the existing Chlorine Contact Basins and Chlorine Injection Room 9. New treated effluent conveyance and metering structures 10. New Plant Water Pump Station 11. New Reuse Pump Station 12. Demolition of the existing sludge drying beds 13. Improvements to Solids Holding Tank No. 1 14. New Sludge Pump Station No. 2 15. Improvements to the Solids Dewatering Building including installation of a new Belt Filter Press and new dewatered cake conveyance 16. Plantwide SCADA upgrades 17. New standby emergency power generator The Owner's Budget for the Project is $33 million. The Project is to be substantially complete and ready for operation on or before July 31, 2023.The Project is to be complete and eligible for final payment 60 days after the date for Substantial Completion. Each bidder shall furnish a bid guarantee equivalent to five percent of the bid price (Water Code 17.183). It is the intent of the Owner to award this Contract to the lowest responsible Offeror. The Owner reserves the right to adopt the most advantageous interpretation of the Bids submitted in the case of ambiguity or lack of clearness in stating bid prices, to reject any or all Bids, and/or waive formalities.
