The project includes, but is not limited to, the installation of new 100 pair and 50 pair copper cabling to replace existing portions of FAA infrastructure cabling, to be installed within existing duct banks, and terminated or spliced within FAA equipment or facilities as directed. The scope of work generally includes these FAA communications infrastructure replacements as shown on the plans and indicated in the specifications Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to LITTLE ROCK MUNICIPAL AIRPORT COMMISSION. The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of fifteen (15%) percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). Little Rock Municipal Airport Commission reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of Little Rock Municipal Airport Commission, and to reject nonconforming, nonresponsive, or conditional bids.
