The City of St. Louis, Board of Public Service, is seeking Statements of Qualifications (SOQ) from firms interested in providing professional engineering services for a bridge replacement project. The project encompasses the intersection of Union Boulevard and Lindell Boulevard, as well as the approaching roadways. It includes: The complete removal of the Union/Lindell Bridge over Forest Park Parkway and the adjacent Union/Lindell Bridge over Metrolink. The construction of a single structure spanning both the parkway and the railroad tracks, including pedestrian/bicycle facilities and intersection improvements. The reallocation of roadway ROW up to the nearest adjacent intersection of Lindell Blvd and Union Blvd, in order to improve traffic flow and pedestrian and bicycle safety. The total estimated cost of improvements is $17,500,000.00. Of this cost, $2,500,000.00 is estimated for design services, including planning, preliminary engineering design, right of way acquisition, public engagement, and construction engineering services, and is funded through local funds and the Transportation Improvements Program (TIP) as a Surface Transportation Program Sub-Allocated Project under STP-9901(663). Construction, construction management, and testing services are estimated at $15,000,000.00 and will require additional funding. The City anticipates applying for construction funding in 2022.
