No Pre-Bid Meeting Each proposal must be enclosed in a sealed envelope with the supplied sealed bid notice, bearing the title of the project, bid opening date and the name and address of the bidder firmly attached. The proposal shall be accompanied by a certified check or acceptable Bidders Bond, made payable to Delaware County, in a sum of not less than ten percent of the total amount of the proposal, which check or bond will be held by the said Delaware Countys evidence that the bidder will, if awarded a contract, enter into the same with the OWNER upon notification from him to do so within ten days of said notification. Failure to execute the contract and to furnish performance bond to Delaware County, will be cause for forfeiture of the amount of money represented by the certified check, or bidder's bond, as and for liquidated damages. Form 96, as prescribed by the Indiana State Board of Accounts, shall be properly completed, and submitted with bid proposals.
The Work to Be Performed and the Proposals to Be Submitted Shall Include a Bid for All General Construction, Labor, Material, Tools, Equipment, Taxes, Permits, Licenses, Insurance, Service Costs, Etc. Incidental to and Required for This Project. All Materials Furnished and Labor Performed Incidental to and Required by the Proper and Satisfactory Execution of the Contracts to Be Made, Shall Be Furnished and Performed in Accordance With Requirements From the Drawings and Specifications Included in These Documents.
Proposals may be held by the Board of Commissioners for a period not to exceed sixty (60) days from the opening date. The successful Contractor will be required to furnish a Performance Bond in the amount of one hundred percent (100%) of the Contract price within ten (10) days after award of contract and a two (2) year Maintenance Bond in the amount of twenty percent (20%) of the contract price prior to completion and final payment of the contract.
No Contractor may withdraw his proposal within sixty (60) days after the opening date. The Board of Commissioners reserves the right to reject any or all proposals, to waive technicalities or irregularities therein, to delete any item or items and to award a contract on the proposal that in their judgment is the most advantageous to Delaware County.
The project will include replacement of the existing concrete T-beams with an 8 inchconcrete deck on spread pre-stressed concrete box beams and reconstruction of the approach roadway on Delaware County Bridge No. 501. A 5 foot sidewalk will be constructed on the east side of the bridge, with a 6 foot shoulder being constructed on the west side of the bridge. Type PF-1 railing will be installed on the west coping and Type PS-1 bridge railing on the east coping. The existing substructure is anticipated to receive minor patching and the cracks in the existing concrete slope walls will be sealed. The 2:1 spill slopes beyond the limits of the slope wall will be armored with revetmentriprap to provide scour protection. Additionally, riprap will be placed along the piers to further prevent scour of the site. It is expected that a total of 75 cubic yards of revetment riprap will be placed into 0.5 acres below the Q100 flood elevation of Buck Creek.
