An unnamed tributary to Indian Creek, which is itself a tributary to Hokendauqua Creek, is located primarily in Lehigh Township, Northampton County. The stream and streambanks have become degraded as they run through the Township's Indian Trail Park (Appendix C). Severe erosion is evident along the streambanks while stream conditions show signs of degradation from channelization and a lack of best management practices. In 2018, the Township met with Wildlands Conservancy to discuss potential solutions to improve park conditions. Since then, Wildlands has agreed to partner with the Township as the project manager for stream restoration. Restoration of the stream channel will reduce erosion and sedimentation issues, increase flood capacity, and address safety concerns within the park. This will include streambank grading and stabilization, the installation of instream structures, and the removal of a failing pedestrian bridge. The installation of a riparian buffer will provide long-term streambank stabilization and erosion control, floodplain storage during storm events, wildlife habitat, filtration of runoff, and aesthetic appeal for park users. The requested proposal is for the procurement of materials and completion of stream restoration construction at Indian Trail Park. Attendees will be walked through the project area, and proposals will only be considered from contractors who have attended this mandatory pre-proposal meeting. Lehigh Township has issued this RFP for the purpose of soliciting proposals from qualified contractors to provide the deliverables requested in the following scope of services. A DEP General Permit has been issued for this project (Appendix F) and the selected contractor will be required to adhere to all requirements listed in the permit as well as all work and provisions called out in the approved project designs (Appendix E). The contractor will be responsible for procuring all materials and equipment associated with the construction tasks. The bidder shall provide a Scope of Work that identifies specific subtasks, a description for each, as well as a unit cost, quantity and price for each. Excessive Stormwater flow has degraded approximately 650 linear feet of streambank. The site is creating severe erosion on the back side of the Lehigh Township Historical Society building, undermining a portion of the foundation and a pedestrian bridge connecting to portions of the park. Immediate restoration and regrading of the streambanks will allow for better flow and repair of safety concerns. Indicate the amount of time anticipated to complete each task involved in the Scope of Work.
