Wasielewski WTP Phase 3 Facility Improvements Project Contract No. 2019-01 - General Construction Contract No. 2019-02 - Electrical Contract No. 2019-03 - HVAC Contract No. 2019-04 - Plumbing Bid Security, as specified within the bidding documents, must be submitted with each bid in an amount equal to ten percent (10%) or the bid will be considered non-responsive and immediately rejected. No bid bond shall be waived or returned because the bidder has failed to or cannot comply with any requirements as set forth in the Contract Documents or any applicable statues of the Commonwealth of PA or any applicable ordinances. No bid may be withdrawn for one hundred twenty (120) calendar days after the scheduled closing time for receipt of bids. The Contractor must insure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. Prior to contract award, the Contractor shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012. Bidder shall be required to submit insurance certificate, performance bonds, labor and material bonds as outlined in the specifications. EWW has established a 10% minority participation goal for all Prime Contractors bidding on the project, and any associated subcontractors hired by the prime contractors in order to complete the project. The goal relates to all construction related employees/trades to be employed on the project. Prime Contractors are required to provide a quarterly summary of minority participation in a format agreed to by EWW after the construction contracts are executed. Federally Funded Projects: This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, et al, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. This project is funded in whole or in part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Attention is called to the fact that PennVest funding is being provided for this project and that the requirements of PennVest, Federal Minority Business Enterprise, and Women Business Enterprise as outlined in the specifications are to be adhered to, that not less than the minimum salaries and wages, as established by the Federal Davis-Bacon Wage rates must be paid on this project, and the CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. EWW reserves the right to reject any or all bids or parts thereof or to waive any informality in the bidding. We would like to remind all bidders that for the site tours, the registration cut off date is 24 hours prior to the actual start of the site tour time. Please verify that you are showing up to the site at the time noted as "Event Start Time" and not "Registration Cutoff Time", so you do not accidentally show up 24 hours early.
