Both funds are administered by the California State Department of Transportation (Caltrans) - Office of Local Assistance; and as such the Project must comply with the latest Local Assistance Program Manual (LAPM) Procedures and Policies. In addition, the City will be the Sponsor and the Implementing Agency for the design and construction of the Project and Caltrans will perform oversight and quality management work as outlined in the State-City Cooperative Agreement (Attachment 3).
