As of 5/4/2021 all bids are rejected and planning for a rebid. No rebid date yet. Requests for clarification are due Friday, March 5, 2021 5:00:00 PM [(UTC-05:00) Eastern Time. In general, the work consists of furnishing all labor, materials, equipment and incidentals to perform sanitary sewer work, including 483 LF of micro-tunneling, 351 LF of Pipe Bursting, 2,090 LF of CIPP lining, and 635 LF of open cut replacement. The work also includes stormwater stepped infiltration swale system, streambank revetments, and stormwater outfall improvements. Notice is hereby given that Capital Region Water has adopted the Minority Women and Disadvantaged Business Enterprise Plan to ensure that minority, women, and other disadvantaged business enterprises have an equal opportunity to receive and participate in all project related construction contracts. Following the submission of DBE documentation in compliance with EPA Regulations regarding initial solicitations, it is the intent of Capital Region Water to ensure nondiscrimination in the award and administration of contracts, to create a level playing field on which minority, women, veteran, service-disabled-veteran, and LGBT-owned business enterprises can compete fairly for Capital Region Water contracts and subcontracts, to help remove barriers to the participation of minority, women, veteran, service-disabled veteran, and LGBT-owned business enterprises and to assist the development of firms that can compete successfully in the marketplace outside of this program. CRW will establish minimum participation levels (MPLs) for the MBEs, WBEs and other DBEs on a project-by-project basis. Notice is also given that this project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with Federal Executive Orders 11625, 12138, and 12432 and EPA regulations at 40 CFR Part 33, through detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. DBE documentation must be submitted with the Bid. Bidders shall use the CRW form included in the Bidding Documents. Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works that is funded by a PENNVEST loan and subject to applicable provisions of the Federal Davis-Bacon and Related Acts (DBRA), as amended and supplemented. The Contract Documents specify the prevailing wage rate requirements for the Project. The Davis-Bacon Wage rates, the U.S. Department of Labor payroll form and interview form are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors' employees. Each Bid shall be accompanied by a certified check or Bid Bond payable to "Capital Region Water" in an amount of not less than ten percent (10%) of the total Bid Price in accordance with the provisions in the Instructions to Bidders. Capital Region Water reserves the right to reject any and all Bids, to waive any defects, errors, omissions, irregularities, or informalities in a Bid or the Bid procedure, and to accept any Bid deemed to be favorable to its interests.
