As of 02/16/2021 After the bid was released, it was realized that coordination with Alliant Energy as to the automated transfer switch design was needed beyond complying with NEC. The bid date for this project is to be pushed out until such time that the coordinated design is complete. The Work, officially known as Contract No. C20-13 "Lift Station Emergency Generators," consists of installation of standby emergency generators at the Shirland (200 Shirland Avenue, Beloit, WI 53511) and Northwest (101 Water Street, Beloit, WI 53511) Pump Stations. The work also includes related site work improvements, electrical, instrumentation/controls, surface restoration, and other ancillary work required to complete the improvements. A prebid conference will not be held. SUBSURFACE INVESTIGATION REPORTS: Not available. BIDDER'S PROOF OF RESPONSIBILITY QUESTIONNAIRE: All Bidders must execute and file a Bidder's Proof of Responsibility Questionnaire no later than the close of business on February 11, 2021, which is seven (7) calendar days prior to the bid opening. It is incumbent on the bidder to supply the required documentation in sufficient time to be evaluated before this deadline. Forms are available at the Utilities and Engineering Facility. OTHER PROVISIONS: The Contract letting shall be subject to the applicable provisions of the Wisconsin Statutes, Section 62.15, 66.0901, 66.0903, and 779.15. In connection with the performance of work under this contract, the Contractor agrees not to discriminate against any employees or applicant for employment because of age, race, religion, color, handicap, sex, physical condition, developmental disability, or national origin. This provision shall include, but not be limited to, the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff and termination; rates of pay or other forms of compensation; selection for training, including apprenticeship. The Contractor further agrees to post in conspicuous places, available for employees and applicants for employment, notices setting forth the provisions of this non-discrimination clause. BID SECURITY: Bids shall be accompanied by a certified or bank check or a Bid Bond on the prescribed form payable to the Owner in an amount not less than 5% of the Total Lump Sum Bid as guarantee, that if the Bid is accepted, the Bidder will execute and file the Agreement, Performance and Payment Bonds, and Insurance Certifications, as required by the Contract Documents, within 10 days after the Notice of Award. CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall be required to furnish both a Performance Bond and a Payment Bond acceptable to the City of Beloit for 110% of the Contract Price for each of the above Bonds, in accordance with the requirement of the Contract Documents. BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive any informalities in bidding or to accept the Bid or Bids, which best serve the interests of Owner.
