Proposals from qualified vendors to furnish and apply a maximum number of pounds for $30,000.00 of Rubber Asphalt Joint Sealer meeting ASTM D6690 Type II to Town streets in accordance with the standards and specifications of the Town. It is the intent of the Town of Beloit to seal the cracks in the bituminous pavement of its streets and highways using a high-quality rubber asphalt joint sealer meeting or exceeding the standards found in ASTM D6690 Type II. When completed, this work will extend the usefulness and durability of the Town's streets by sealing out damaging water infiltration from the road base while providing a resilient and flexible road surface. This work will be performed on streets identified on the accompanying map to the extent allowed by budget limitations. All work shall be performed in accordance with the manufacturers' recommendations and under warranty. Work shall include: 1. Routing all cracks to a minimum of 3/4-inch width and 3/4-inch depth to ensure uniform placement of crack filling material, firm walls for product adhesion, and to allow adequate material placement in the joints for an elastic seal. (Any variations to this will be approved by The Road Foreman) 2. Cracks are to be blown clear of loose material and debris using compressed air to ensure consistent and firm adhesion of the product to the existing asphalt pavement. 3. All cracks are to be blown out and dried with a heat torch to eliminate moisture from interfering with product adhesion to the existing asphalt pavement and to aid in the creation of mechanical bond between the product and existing asphalt pavement. 4. Cracks will be filled with product before the sidewalls of the joint cool, and before additional moisture may accumulate in the joint. Cracks shall be over filled to allow for adequate finishing, but not to the extent that product is wasted. 5. Product will be leveled with a squeegee tool immediately after its application. The finished width of product on the road surface is not to exceed three inches, and shall be centered on the crack. 6. A biodegradable paper product shall be applied over the entire width of the finished seal to blot excess material and avoid product tracking. 7. Product shall not be applied to fill any crack, or applied under any condition, where the product will not provide useful and durable service under the terms of the warranty issued by the manufacture and/or installing contractor. All work is to be performed under warranty. Conditions of Award 1. The successful contractor is required to provide necessary personnel, equipment, materials, insurance and resources required to perform the work without assistance or financial support of the Town of Beloit, except as is specifically stated in this proposal. 2. The successful contractor shall be solely responsible for the performance of all work performed by personnel under his or her direction, including, but not limited to, employees, agents, and sub-contractors. The Town of Beloit is not responsible for the business operations of the vendor, and shall not accept liability, in any manner what so ever, for the vendor's conduct of operations, mistakes, errors or omissions. 3. The successful contractor is required by the Town to have a Certificate of General Liability Insurance, in an amount not less than $1,000,000.00. 4. The successful contractor is required by the Town to provide a completed "Bidder's Proof of Competency". 5. The contractor may not assign, transfer or sublet the work, or any portion thereof, to a third party without prior written approval of Town of Beloit.
