Contractor Awarded Address: Spokane, WA 99217-6707 USA Base and All Options Value (Total Contract Value): $13611676.00 The U.S. Army Corps of Engineers (USACE) Walla Walla District intends to issue a construction solicitation for a project titled Lower Monumental DC and LV Switchgear Upgrades. The work will take place at Lower Monumental Dam in Franklin County, Washington. This project will upgrade the Direct Current Systems and Low Voltage Switchgear at Lower Monumental. The upgrade will improve reliability and align the projects with the Regional Station Service Design Philosophy. Upgrades to the DC Systems include replacement of the DC system panels, preferred AC panels, chargers, battery boards and installation of load bank for performing discharge tests on the batteries in accordance with IEEE and the NERC/WECC requirements. This project will also replace the 480-Volt Low Voltage Station Service Switchgear including breakers and transformers for SQ0, SQ1; transformers for SQ2; 480-Volt Motor Control Centers and Panelboards FCQ1, CQ1 and CQ1.1, CQ01 through CQ05, and SH and SU Switchgear. 480V Switchgears & panelboards Replacement of two (2) 480V switchgear, two (2) 480V transformers; ten (10) motor control centers, and four (4) panelboards. All cables associated with the switchgear, MCC and panelboards will be replaced. All new switchgears, MCCs and panelboards to be provided must be from the same manufacturer. Conversion of twelve (12) 4160V governor oil pumps to 480V pumps. Installation of local control cabinets for each SQ (including SQ2) which will provide local hardwired controls and indication for 480V breakers. Cabinets will also house PLC I/O modules which will be integrated into the existing plant All-In-One (a.k.a. stand-alone) system. PLC inputs will include, but not be limited to, breaker status and racked out contacts, protective device contacts, and other relevant annunciation points. PLC outputs will provide remote SQ breaker trip/close controls from All-In-One HMI screens in the control room. Existing, generic hardwired SQ alarms will be replaced in kind to the alarm control panel (code call) in the control room. PLC inputs will also be provided for the new DC and preferred AC system. These input modules will be incorporated into the All-In-One system. Generic hardwired alarms for new DC and preferred AC system will be added to alarm control panel. DC & Preferred AC System All DC and Preferred AC system switchboards and panelboards will be replaced. All cables associated with the switchboards and panelboards will be replaced. All battery chargers, and battery monitoring system will be replaced. Installation of a permanent load bank for battery testing. Provide local annunciation at the SB boards for alarms. Annunciation points will connect to the control room all-in one system. Relocate the battery room lights to the aisle way instead of directly above the battery. Replacement of the door to battery room. New door will have 1-hour fire rating, be open from the inside and be equipped with listed panic hardware. Install new smoke sensors and hydrogen detector in the battery room. Mechanical Ventilation inlet will be dropped to a level below the top of the battery cells. Eye wash/Shower system will have an on demand, electric heater added (Tepid Water System). A reservoir will have to be added to the drain lines or shower unit will have to have its own reservoir attached. TECHNICAL EXPERIENCE REQUIREMENTS Installation of low voltage switchgear components, and motor control centers Installation of 125VDC equipment including chargers, switchboards and panelboards Post-installation testing and commissioning of equipment The solicitation will be issued as a Best Value Trade-Off (BVTO) Request for Proposals (RFP) and result in a single firm fixed-price construction contract. This procurement is a total small business set-aside. Competition is restricted to small business concerns. A small business subcontracting plan is not required. 100% performance and payment bonds will be required for this project. The NAICS code for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $16.5 million. The magnitude of construction is estimated to be between $10,000,000 and $25,000,000. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor's on-site operations. The SSHO shall possess a minimum of 5-years of experience in construction safety on similar projects, shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years, and shall have completed at least 24-hours of formal safety training each year for the past 5-years. The contractor will be required to perform the on-site work in compliance with Government Safe Clearance/Hazardous Energy Control Procedures. Prior to commencing on-site work, the contractor will be required to complete applicable safe clearance training for all personnel working in areas involved with Hazardous Energy Control. The project will involve the development and management of Contractor furnished submittals for items such as pre-construction plans, product data, test reports, and contract close-out documentation as required by the technical specifications of the contract. *The value for this project is based on a financial range.
