The Port of Oakland (Port) is soliciting proposals from Consultants to provide engineering design to produce plans and technical specifications for two (2) new Substations Alpha and Bravo to replace the existing primary substations Cuthbertson and Davis. Cuthbertson and Davis are the primary electrical services for the Port of Oakland seaport. The qualified design consultant must be experienced in 115 kV air-insulated substation (“AIS”) and gas-insulated substation (“GIS”) design. Consultants must be familiar with NERC standards, FERC standards, PG&E standards, CAISO standards, SB699 requirements and have established working relationships with PG&E transmission and distribution design divisions. In broad terms, the selected Consultant will be requested to: Prepare conceptual Alpha & Bravo location evaluations.
Work with Port engineering to provide all necessary studies and information required by PG&E.
Provide complete electrical, civil & structural plans and specifications for the project.
Provide support services during bid and construction.

The Port will receive proposals for this work in electronic format only. In compliance with the Governor's Executive Orders in response to the COVID-19 pandemic and health order(s) currently issued by the Alameda County Public Health Department, and any amendments thereto (collectively, the Health Orders), the Port Offices are closed to the public and no hard copy proposals will be accepted. Proposal Format Each Proposal must be submitted in a single PDF file containing all of the items listed in Section D, Proposal Format and Contents, in the order specified therein. Note that, as per Section D, properly executed copies of all forms must be included in the Proposal. Submitted PDF must be unencrypted, universally viewable, printable, transferable and enable copy. As of February 3, 2021 this project is seeking proposals. Consultant Interviews/Presentations will take place March 11 and 12, 2021. Board Action for award is set for April 22, 2021.
