Site work and renovation of a civil project in Everett, Washington. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
City of Everett is requesting qual-ifications from firms interested in providing Progressive Design-Build (PDB) services for struc-tural repairs and other improve-ments to the City's Reservoir 3. The City has been authorized by the State to use thi.s alternative deliv-ery method for this public works project in accordance with the requirements of RCW 39.10. The City of Everett owns and operates a regional water distri-bution system. Reservoir 3 is a 20-million-gallon drinking water reservoir that was originally con-structed as an open-air reservoir in the 1920s and subsequently covered with a concrete roof struc-ture in the 1980s. The concrete structure, which covers an area of approximately 3,8 acres is in need of repair. The project is expected to address concrete spalling, cor-rosion damage, settlement issues, and seismic deficiencies. Given the critical nature of the facility and various complexities of the project, which are described in the RFQ, the City believes that PDB project delivery is needed to allow for a high level of collabo-ration between the contractor and designer and between the City and the selected firm., The City will review qualifica-tions submissions and shortlist the most qualified respondents (up to three firms will be shortlisted). Shortlist.ed firms will be invit-ed to respond to a subsequent-ly issued Request for Proposals. Honorariums will be awarded to shortlisted firms submitting a responsive proposal that are not selected for the project. The project is expected to involve two phases for the scope of work. Pricing for Phase 1 ser-vices (design and preconstruc-tion) will be included in proposals from s.hortlisted firms. Pricing for Phase 2 services (construction and warranty services) will be defined and negotiated during Phase 1.
