The bid for Contract A is comprised of the following principal items and approximate quantities: 11,200 +/- LF of 24" Ductile Iron Force Main and Appurtenances 1 24" Restrained Insertion Valve 4 Roadway Crossings 4 Connections to Existing Force Main/System Sealed proposals for the construction of the Bob Jones Lift Station 2021 Improvements will be received by the Scottsboro Water, Sewer, and Gas Board, Scottsboro, Alabama (Owner) at 404 E. Willow Street, Scottsboro, Alabama until 2:00 p.m., the prevailing time on February 25, 2021 at which time and place they will be publicly opened and read. However, the Basis of Award for each project will take into consideration the bidders combined bid total for both projects to determine the lowest, responsible and responsive bidder for each project. In accordance with the Basis of Awards for both projects, the projects may be awarded individually to two separate Contractors or both projects may be awarded to a single Contractor whichever provides the lowest total cost to the Owner). All Bidders must be responsible, meeting the criteria and requirements set forth in the specification documents. Prequalification of Bidders is not required. The attention of all Bidders is called to the provisions of State law governing "General Contractors", as set forth in ALA.CODE 34-8-1, et seq. (1975), and rules and regulations promulgated pursuant thereto. The Owner may not enter into a contract with an entity which is not qualified under State law to do business in the State of Alabama. All Bidders shall possess all other licenses and/or permits required by applicable law, rule or regulation for the performance of the work. All Bidders must submit with their proposal Contractor's license number and a copy of the license. State law, ALA.CODE 34-8-8(b), requires individual bids to be rejected which do not contain the General Contractor's current license number. Each Bidder must submit with its bid a cashier's check drawn on an Alabama bank or a fully executed bid bond on the form that is contained in the Contract Documents executed by a surety company duly authorized and qualified to make bond in the State of Alabama. All bonds, sureties, and/or cashier checks will be made payable to the Owner for an amount not less than 5 percent of the total bid in the proposal, but in no event more than $10,000.00. These projects are considered "Public Works" projects and are governed by competitive bid laws as contained in Title 39 (1997) of the Alabama Code. Bidders, subcontractors, suppliers, and Bond Agents should be familiar with this code. The successful Bidder for each Contract will be required to furnish a Performance Bond equal to 100% of the Contract Price and a Payment Bond in the amount of 100% of the Contract Price. The Owner reserves the right to reject any or all proposals and to waive technicalities. No Bidder may withdraw his bid within sixty days from the date set for receiving of the same. There will not be a Pre-Bid Conference for these Projects.
