Site work and new construction of a mixed-use development in Richmond, Virginia. Completed plans call for the construction of a playground / park / athletic field; for site work for a water / sewer project; and water / sewer project.

The Work consists of construction of a new restroom facility at Four Mile Creek Park, as part of the Virginia Capital Trail, including the construction of utility improvements to support the restroom within the project limits. The worksite is in Four Mile Creek Park near the intersection of Interstate 295 and Route 5 (New Market Road). This project is funded through the Transportation Alternative Program (TAP) which establishes a program for allocating funds to the state. The state agency responsible for administering this project is the Virginia Department of Transportation (VDOT). The Contractor must comply with VDOTs Locally Administered Project Manual. The requirements and VDOT forms included in this ITB have been approved for use on this project. Compliance with all local, state and federal requirements outlined in the ITB is required. When conflicts arise between state or local contract language and federal rules, the federal-aid or most conservative approach must be taken. The project has a DBE participation requirement of 4%.
