Each bid must be accompanied by a Bid Bond or Certified Check, for not less than ten percent (10%) of the total amount of the bid payable to the City of Portage as security for execution of the contract under the terms embodied in the Contract Documents. Bid security of all excepting the three lowest responsive, responsible Bidders will be returned within fifteen (15) days after the opening of bids. The remaining bid securities will be returned within fourteen (14) days after the successful Bidder has executed the contract, bonds, etc. If the contract is not executed, any Bidder whose bid security has been retained may, after sixty (60) days after the opening of bids, request return of his bid security provided he has not been notified of acceptance of his bid. Any bid may be withdrawn prior to the scheduled time for the opening of bids or authorized postponement thereof. However, no bid may be withdrawn for sixty (60) days after the scheduled time for opening, unless agreed to by the City of Portage or specifically permitted by law.
