The Town will NOT hold a pre-bid meeting for this project. Prospective bidders are required to submit all questions in writing by e-mail to the Utilities and Facilities Superintendent (email: ufsuper@spencerma.gov) by 2:00 PM on February 18, 2021. Please include "Muzzy Dam Flow Control Gate Replacement and Dam Repairs Project" in the subject line of your email for identification purposes. Any questions received after this time will not be considered for review. Only written questions received by this deadline will be responded to. All bids shall be in accordance with M.G.L. including but not limited to: Ch. 30, Section 39M (Bid Bond), Ch. 149, Sec. 27 (Prevailing Wage Rates Found in Appendix C), and Ch. 149, Sec. 29 (Payment and Performance Bonds as applicable). The Town of Spencer is exempt from sales and federal excise tax to the extent permitted under law; bidders should not include such taxes in figuring or in references to any bid. Bids offering conditions or escalation clauses will be rejected. The Town of Spencer reserves the right to reject any and all bids, wholly or in part, or to accept any bid even if the bid is not the lowest cost, if it is deemed to be in the best interest of the municipality, to waive informalities deemed inconsequential and to make awards in a manner deemed to be in the town's best interest. Minority- and woman-owned businesses are encouraged to bid. All work must be completed by March 30, 2021 Excavate/remove all deteriorated and/or spalled concrete, as may be required, for repairs of existing stone masonry dam wall and to recast cast-in-place concrete dam gate framing. Existing deteriorated concrete shall be removed to the limits of sound concrete as directed by the Engineer. All necessary masonry and cement concrete wall demolition and restoration as required to completely rebuild castin-place cement concrete wall framework for new steel gate, frame and trash rack attachment to existing stone mortared and cement concrete walls. Repair existing masonry and cement concrete walls as required for installation of new steel dam gate, frame, stem and trash rack.
