Site work and paving for a mixed-use development in Avella, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

It is the intent to award the contract by March 24, 2021. Construction schedule for this work is anticipated to start by late-March 2021 and be completed by late spring 2021. Please indicate in the bid if you are unable to abide by the start date and completion date. Base work at the project site, includes, but is not limited to: erosion and sedimentation control, clearing and grubbing, grading and drainage, shot and chip access drive and parking, shelter with kitchen facilities, ice rink with liner, bituminous color-coated sport court with fencing, signage, planting, and seeding. Consideration will be given to bids received from qualified bidders that perform quality work for the lowest responsible price and those that can start by the specified date. Bidders must bid all work on the bid form. Failure to bid all items will result in the rejection of the bid. Bid security in the amount of ten percent (10%) of the bid in the form of a bid bond or cashier's check payable to Independence Township must be included with each bid. The successful bidder will be required to submit a 100% performance bond, a 100% labor and materials payment bond, and a 10% maintenance bond. Pennsylvania Prevailing Wages must be paid on this contract. A grant from the Pennsylvania Department of Economic Development (DCED) provides partial funding for this project. All questions must be submitted prior to Friday, March 5, 2021, by 1:00 p.m. (to allow the last Addendum to be issued no later than Monday, March 8, 2021). No questions will be addressed after that date and time. Independence Township reserves the right to accept or reject any or all Bids, or any part of a Bid, and to waive informalities, and to award the Bid in the best interest of the Township. No Bid may be withdrawn for thirty (30) days following the scheduled closing time for receipt of Bids.
