Site work and paving for a civil project in Lancaster, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The City of Lancaster is seeking bids to complete four (4) green infrastructure and related improvement (pavement, drainage) projects including restoration to areas disturbed by construction operations to be known as the James Street Mennonite Project, the Tobacco Alley Project, the Highland Avenue Project and the Saint Joseph Street Project. Requests for clarification are due Wednesday, March 24, 2021 5:00:00 PM [(UTC-05:00) Eastern Time (US & Canada)]. This project is being funded, in part, with federal funds. Contractors are required to demonstrate the Six Good Faith Efforts to identify and solicit DBE firms for procurement of project construction, equipment, services, and supplies. This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages. Notice is hereby given that this Project is funded in part by the Chesapeake Bay Trust, subject to the Davis Bacon Act of March 3, 1931, as amended, and that wages must be paid by contractors according to the U.S. Labor Department's Wage Decision (a copy of which is included in the Specifications), and Federal Executive Orders 11625, 12138 and 12432. It is also subject to EPA Regulations located at 40 CFR Part 33 requiring the detailed documentation of solicitation of disadvantaged business enterprises. The City of Lancaster, PA reserves the right to reject any and all Bids and to accept the Bid, which is in the best interest of the City. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount bid. The City may also consider the quality of the goods or services supplied, ease of repair, compatibility with other City equipment, responsiveness, past performance of the bidder and any other reasonable factors specified in the bid package. The work is generally described as green infrastructure and stormwater construction in four (4) areas within the City and referred to as the James Street Mennonite Project, the Tobacco Alley Project, the Highland Avenue Project and the Saint Joseph Street Project.
